Mr. Beert asked if you do not go with the apartment complex would <br />you consider putting in assistant living or senior housing and also if you do build one can it <br />be built to add another level. Administrator Statz stated they did have some conversation <br />with Trident about a 55 plus complex not necessarily a memory care facility. He stated the <br />reason why they chose Trident is because they did a very detailed study of the market. Their <br />study came back that it would be best as an open ended apartments. <br /> <br />Ms. Wendy Brilowski, 7124 Main Street, stated that she is concerned about using TIF money. <br />When she calculated the $34,000 a year in fees over the 16 years it was almost breaks even. <br />She stated that the developer should be paying for this. Ms. Brilowski stated seemed as if <br />the City is hiding things from the residents as to this development. She did state that she was <br />receiving enough information. She stated that in the original plan for the downtown area <br />there were to be low to medium density homes not an apartment building. She mentioned <br />that she had heard that there were a couple of businesses that were coming into the downtown <br />stated that she wants development to come into the downtown area but something smaller <br />would fit better than a 3 story apartment building. Ms. Brilowski also stated that start smaller <br />instead of doing the whole area at once. She stated she sent a letter and now feels that she <br />has learned a lot more as to what is going on in the downtown area. <br /> <br /> Mayor Paar stated Beard Group was a grand plan and everyone who lives in the downtown <br />area was very contentious that you were going to lose your homes. That was a grand plan <br />with a lot of medium density townhomes which now has gone by the wayside. He stated the <br />townhome market is slowly coming back but people are not buying townhomes new as they <br />were 20 years ago. He stated it is making a comeback. He stated when the Beard Group plan <br />fell though, council did scale it back. He stated that the City did have some people interest <br />in the lots north of Main Stom for parking and the home <br />owners around there did not want to sell an As far as turning <br />someone away, he remembered a slaughter house that they did turn away and others that <br />came into town want to build but it entailed buying property that people already owned. <br />Mayor Paar stated that they have scaled it down compared to what the Beard Group had <br />planned. <br /> <br />Ms. Stacy Brichner, 1580 Sorel Street, asked if anyone lives adjacent to Block 7. Mayor <br />Paar stated he lives/lived, depending on what happens, off of Meadow Lane within walking <br />distance. She stated at the last meeting that area got hit with a huge assessment for the water <br />hook-up and street project. She is 100% against the apartment building going on Block 7. <br />She explained driving on Sorel Street making a left turn during school hours/rush hour is a <br />nightmare. She feesl if an apartment building goes in the traffic would increase considerably. <br />She thanked Council Member Koski for getting the interest rate drop for the water hook-up <br />and street project for the people who have to take out a loan that was huge for everyone. <br /> <br />Mayor Paar again stated if you do not want to speak at the meeting but would like your <br />opinion known to write your name and address and comment and give it to Administrator <br />Mark and he will add them to the minutes because we want your voices to be heard. <br /> <br />Page 6 of 18 <br /> <br />
