City of Centerville
Council Meeting Minutes
March 11, 2020
rd
Ms. Sherry Cerra, 1975 73 Street, questioned why council was tabling this vote and when
will we know as a community when this is going to go for a vote? Mayor Paar stated
truthfully they do not know when it will be brought back for a vote. He state at the March 25
meeting he will official resign. Administrator Statz stated that council will want to fill the
vacant position as soon as they can. He stated the end of April would be the soonest they
would probably bring the development back to council for a vote. Administrator Statz
pointed out the website where to find the agenda packets. Ms. Cerra stated so the community
will be informed about a vote on this project thought the webpage or newspaper? Mayor
Paar stated the council packets are available the Friday before the meeting. He stated that the
City is trying inform the public more with Twitter and Facebook.

Mayor Paar paused the meeting for a break.

Meeting continued at 8:17 p.m.

Ms. Melissa Mills, 1654 Hunters Ridge Lane, asked Council if they have a developer to come
up with a comprehensive plan or does the council or some other subcommittee because come
up with the designs, and also stated from what she had seen in the newsletter on both
area. She stated that if she had a potential
coffee shop business to put in the downtown area, she would think twice about it because of
the other buildings in the area, being that they look run down and need to be fixed up. She
stated she received this informaletter and realizes that one
of the buildings is a concept plan and wondered if they could make the buildings look similar.
She mentioned that she felt this would bring in more businesses because it would be more
attractive.

Mayor Paar stated the things that you talked about the City has been working on.
Administrator Statz stated with the façade part, EDA does have a facade renovation grant
and loan program up to $5,000 in grant money available to fix up the façade as well as a
$20,000 low interest loan. He stated we partnere
half market rate and half low interest up to $20,000 so a total of $40,000. There was an open
house for business for this. He stated new attracts new and old attracts nothing. That is part
of the argument here.

Mayor Paar stated that we have kept the Comp Plan but have made some changes to it over
the years but overall in the downtown area has stayed pretty close especially when we did
the Damon Farber Study with trying to embrace our French heritage. He stated that with the
past Administrator and our current Administrator this is our goal to get some type of business
in that area. Mayor Paar stated instead of redoing the whole area what if we did piece by
piece being that the City owns that property and what can we do to the downtown area to
improve it. Mayor Paar stated the City now has an EDA to help with the downtown area in
bringing in new businesses. Council Member Love stated that EDA was asked to give a
what could go at 1737 Main Street and what
it could possible look like. He stated this is not a final plan just a concept plan. He stated its
council researching on trying to do things.
