City of Centerville <br />Council Meeting Minutes <br />March 11, 2020 <br /> <br />Ms. Katie Dufault, 7045 Centerville Road, asked Council why are not voting tonight. You <br />have 5 acting members here, it was on the agenda, and you are looking at a room full people <br />who have express concerns. What is your reason for not voting? Mayor Paar explained again, <br />being that he is going through a divorce, he does not feel comfortable on voting being that <br />he is not sure if he will still be living in Centerville. He did state that he is for this project. <br />Ms. Dufault stated the reason this is being discussed is that people are concerned about their <br />taxes. It was stated earlier that we need more roof tops to get business in town. She stated <br />100 people is not going to bring the population to 5000 and if the majority of the residents <br />voted on keeping their existing tax amount same verses the risk or the speculation of what it <br />might be when the apartments are built and we want to keep it the way it is now. Are you <br />making decisions based on what the resident would like to see? Ms. Dufault stated Council <br />is putting the citizens of Centervi <br />generates any income and that is a ridiculous amount of time for TIF. Someone asked if you <br />talked to other Cities and did you ask them how long they did/do <br />more than 10 years. She also asked, how long the apartment building is going to take to be <br />built. If there is a 16 year TIF and it takes them <br />She stated that she leading with presuming at her taxes will go down but others in the City <br />will go up. There will be more kids in the schools, so that would mean a school levy. We are <br />going to possibly need more City staff, police and fire. <br /> <br />Mayor Paar stated he is having a hard time understanding where there is only 100 people that <br />gets us towards the 1000 but yet those 100 people are going to cause the City to hire more <br />staff, police and fire. The taxes is the biggest thing he gets complaints about and raising taxes <br />as inflation goes up, he stated thlid point. Again, we can disagree <br />on that issue. The kids in school, he address in the beginning, Lino Lakes is building 250 <br />houses that will be going to Centerville Elementary, with the 75 house that Centerville has <br />going they are going to Centerville Elementary. If <br />to hire more staff, police and fire, regardless, because we have 75 more homes being built in <br />town that could be 4 people living in verses 1 or 2. There are a lot of what ifs and this could <br />be a good thing buy bringing more businesses like Dunkin Donuts and coffee shops. He <br />stated that new businesses east of town are now going to be on the tax base for Centerville <br />and this is a good thing. He stated when the City bought property, they got a lot of heat for <br />doing that, but we had control on what would go there. He stated you make a lot of gambles <br />based on what is best for the City. <br /> <br />Mr. Jon Brinkman, 1580 Sorel Street, has a couple of question in regards to numbers that <br />shocked him a bit. He questioned council about the $10 million total cost for the project but <br />then you said the valuation was $6 million how do you come up with that and what does that <br />mean? Administrator Statz stated the valuation of the apartment building is different than the <br />valuation of a single family resithe building will sell for, its about what <br />income it can produce. Mr. DeJong explained for purposes of valuing commercial properties, <br />they look at resale, construction costs and they look at income generated. Because there are <br />restriction on this requiring subsidized portion for some of those units it will not be valued <br />at same level as complete market rate apartment. Mr. Brinkman asked does that mean the tax <br />rate is base off of the $6 million. Mr. DeJong said yes. It is generally at reduced price for <br />valuation purposes.
