City of Centerville
Council Meeting Minutes
March 11, 2020
sense of community they feel they are going to lose from having an apartment building.
When you are done being Mayor, what happens, how do we elect another Mayor and when
does that happen? Mr. Glaser stated in the short term a new mayor will be appointed by the
remaining members of the council to fill out
questioned when this would happen. Mr. Glaser more complicated than
that. It depends on which of the councilmembers might be chosen to be Mayor. Then that
less than 2 years out on their term. They would
be appointed. If there is more than 2 years there would be a special election.

Ms. Wasiloski stated going back to the vote. The vote will remain as is until a new Mayor
and Council Member is chosen and brought up to speed. Then this will be brought up all over
again. Mayor Paar said correct. She stated that it not appropriate for our current Mayor who
th
is only here until the 25
what the Mayor has to say matters. Ms. Wasiloski stated that she is praying for the Mayor
and she is really sorry for what he is going through and hopes everything will work out. She
also stated that she is concerned about the City and her front yard. Mayor Paar stated his
th
reason was to table this and wait until 25 being that this is not like a normal vote because it
affects taxes and the TIF going out for 16 years. This was that part that was very difficult for
him. Ms. Wasiloski stated Centerville when this comes back around she hopes more will
speak up and listening and searching the information. She stated that this is first for many
people hearing about this. Your voice matter Centerville. Administrator Statz stated please
pay attention to your newsletter.

Ms. Carol Schjei, 7059 Dupre Road. She stated that she is not a long time Centerville
resident. She has lived here 6 years. She stated e emotional attachment
but she gets it. She is from a small town and been through a divorce, life it hard. There needs
to be a compromise. She reads the newsletter were going to build a 3
story apartment building. It was vague to her. She is trying to gather information to be
smarter. In her mind, a $900 one bedroom or a $1600 two bedroom is not high end.
Misunderstood, it was a $1600 one bedroom. Mayor Paar corrected her. Mr. Statz stated
$900 rate is the affordable one. She stated Centerville is growing and we are going to have
to add retail, schools, more staff etc. We are not going to be able to keep it a small town like
it has been for decades. She feel if we sit with that plot of land, we wait for something that
is desirable. All these homes, need some place to shop some place to eat. She feel that we
can pick and choose whose going to go in there. It
The thing she feels is they need to give more money to the renovations. $5,000 to renovate
is nothing. Even to get a low interest $20,000 loan for some of
very much money. She would rather the City spend more money on the facades and clean up
the area. She would like to hward the apartment building.

Mr. Jon Brickner, 1580 Sorel Street, asked about the other 2 proposed apartment buildings
in the newsletter, are the also TIF properties? The property by the school, 1737 Main Street
and Centerville Road and Main Street. Mr. Statz stated neither are TIF. The 1737 Main Street
And Centerville Road there is no developer. It was just a concept plan that they had the real
estate agent put together to help market the site. So, we do not know if there will be a request
for incentives. He described the current proposal for the building as being 6 or 7 units on top
and retail on the main floor. He stated the Memory Care facility on Main Street between
Page 12 of 18
