City of Centerville <br />Council Meeting Minutes <br />March 11, 2020 <br />Apple Academy and Center Mart is not requesting incentives. Mr. Brickner stated sit and <br />wait is not a bad idea. He stated the property will be desirable at some point just not now. <br /> <br />Ms, Katie Dufault, 7045 Centerville Road, stated part of the communication here people said <br />d? She was told in February that the vote <br />was happening tonight. She stated it sound like Mayor Paar said this had been discussed to <br />keep the agenda the same. Can there be something somewhere indicating that there is a <br />change or an update on the agenda? Mayor Paar stated that he and the City Administrator <br />decided to leave it as is because they wanted people to come. They wanted a discussion on <br />this. He felt that is was a productive meeting. He stated items on the agenda do not change <br />very often and when they do it usually at a meeting they make that decision. Mr. Statz stated <br />the agenda packets and minutes are on our website. <br /> <br />been asked where Centerville is. He states <br />Centerville is an island surrounded by Lino Lakes. We tried to annex the property from our <br />border to 35E from Lino Lakes. Lino Lakes finally started to develop it. He stated when he <br />moved in there was 1 lane west and 1 lane going east. There were all fields. That why it made <br />it easy for Hugo to that. This city is old. You are limited on how much room have. He stated <br />it kind of an uphill battle to change things. Does the City collect more taxes on houses or <br />businesses? Mr. Statz state businesses are taxed roughly double the rate of a home. Mr. <br />DeJong stated that businesses are roughly taxed at 2% on the amounts over $150,000 and <br />residential is 1% on up to $500,000 and 1.25% after that. Mr. Statz stated market rate <br />apartments are 1.25 times, low income apartm <br />important to have businesses in town because they pay more taxes than residential properties. <br /> <br />Mr. Beert stated that Forest Lake is 7 miles away, White Bear Lake is 7 miles away, Hugo <br />across the freeway and Lino Lakes, and Circle <br />take advantage of that. If we wait, we can pick and choose the businesses because space will <br />be a scarce. How much of the undeveloped area is available in Centerville for businesses? <br />Mr. Statz stated that there is very little left to develop. He showed on Main Street where the <br />th <br />Memory Care Facility is going in. He stated that there is 22 acres east of 20 Avenue that <br />Mr. Rehbine owns and he point out the other couple of vacant lots in town. Mr. Statz stated <br />that they have turned down a number of proposals for housing. He pointed out land available <br />on Commerce Dr and by Gateway Circle that is zoned commercial/industrial. These would <br />be taxed the same as businesses. We have 22 acres of commercial, 55 acres of industrial and <br />we have the Brossard property <br />residential. <br /> <br />Ms. Dufault asked council if there was another night during the week that council could hold <br />their meetings being that Wednesday night is a church night and it hard to get here. She asked <br />if they could hold council meeting on Tuesdays or Thursdays. Mayor Paar stated that had <br />discussed this multiple times. Because of Fire Steering, Police Governing and all the other <br />committees and commissions, it makes it hard to find another night. Administrator Statz <br />explained that there are many different meetings that happen during the week and change is <br />hard.
