No. 2 irrigation areas. The final project layout may vary from the concept shown but will provide an additional functional irrigation area of at least 7.8 acres beyond existing conditions. 7. The City must submit to the District a copy of a signed agreement between the City and the owner of each irrigated property not under City ownership. The agreement must provide the City with the right to irrigate the indicated portion of the property, and to inspect, operate and maintain the irrigation appurtenances located on the property, for a period of at least 25 years from the effective date of this agreement. 8. The City will develop an operation, maintenance and monitoring (OMM) plan for the Project a withheld. The plan may be an update to an existing plan for the original stormwater reuse irrigation system, but in any case, shall incorporate the original system and the expansion as though they were one system. The final OMM plan will be designated as an amendment to this Agreement and duly signed by the parties. The OMM plan will include the following actions, at a minimum: a. Operation of the stormwater reuse irrigation system for irrigation supply when weather conditions and pond water elevations are suitable for irrigation activities. b. Inspection of the stormwater reuse irrigation system at least once annually. c. Removal of accumulated sediment and debris and repair of erosion or structural problems will be completed when reasonably necessary so that the facility continues to operate as designed. d. Performance of routine maintenance activities on the stormwater reuse irrigation system. e. Continuous collection of flow meter data for the stormwater reuse irrigation system while the system is operational. A summary of the data will be submitted to the District annually. 9. The City will own the Project and operate and maintain the Project, in perpetuity, in accordance with the approved OMM plan. Section C: Financial Obligations 10. certification that construction has been completed, the City's operational demonstration of the Project to the District, and the District's receipt of easements and the signed OMM plan. The City is responsible for all other Project-related design and construction costs, including any cost overruns. 11. The City is responsible for the cost of all post-construction operation, maintenance and monitoring of the Project.
