City of Centerville <br />Council Meeting Minutes <br />February 12, 2020 <br /> <br />10. Special Event Permit Application – Shake Your Shamrock (Use of Trails for <br />Upcoming Run) <br /> <br />Mayor Paar provided an opportunity for Council to add or remove any item(s) to the consent <br />agenda. <br /> <br />Council Member Koski briefly discussed Item #5 and stated that he felt the program was a great <br />value to the City and he agreed that the EDA should fund the agreement with Anoka County <br />Regional Economic Development Partnership. He thanked Anoka County and Ms. Jacquel Hajder <br />for their diligent work. <br /> <br />Council Member Koski expressed his appreciation for Mr. Sawyer’s donation (Item #6). <br /> <br />Motion by Council Member Montain, seconded by Council Member Koski to Approve the <br />Consent Agenda as presented. All in favor. Motion carried. <br /> <br />Mayor Paar congratulated Mr. James Huisenga on his successful performance review as a Public <br />Work Maintenance Technician. <br /> <br />VIII. OLD BUSINESS <br /> <br />1. None. <br /> <br />IX. NEW BUSINESS <br /> <br />1. Conditional Use Permit Revision – Bay View Villas <br /> <br />Administrator Statz stated that a public hearing was held at the Planning & Zoning meeting <br />regarding revising the existing CUP for PUD. He stated that previously there had been a revision <br />allowing swimming pools for certain sized parcels. He stated that the developer is again asking <br />for a revision of the addition of five (5) boat slips to be utilized by the nine (9) upland homes. He <br />stated that there is a culvert nearby and the slips would not interfere with its operation. <br /> <br />Administrator Statz stated that he had received several written comments along with telephone <br />calls from concerned citizens regard size and environmental impacts of boat usage. He stated that <br />he spoke with the Department of Natural Resources who stated that in this instance there were no <br />real restrictions on the number of docks/slips. He explained that they do have regulations on <br />marinas where individuals rent docks to individuals that do not reside on the lake. <br /> <br />Lengthy discussion was had regarding the diagrams included in the packet, resident concerns, <br />length of dock needed to achieve navigable water, wind, damage to structure, etc. Administrator <br />Statz stated that the DNR regulations allow the length of dock to extend far enough in the water to <br />be in navigable water. <br /> <br />Administrator Statz explained that the previous builder was acting as the developer and felt that <br />there would not be demand for the boat slips and there was push back from concerned residents so <br />the original CUP for PUD did not include enough dock spaces for all homes.
