City of Centerville <br />Council Meeting Minutes <br />February 12, 2020 <br /> <br />since changed from that time to the property owner who has received requests for dock space and <br />it is felt that sales of the homes would be hindered by the inability to fully utilize the lake. <br /> <br />Administrator Statz stated that there is concern that docks could be placed across Main <br />Street/CSAH14 as the current property owner owns property on Peltier Lake. If was felt that <br />placing docks on this property was cause public safety issues for individuals crossing Main Street <br />and that the City is allowed to negotiate/regulate exceptions for granting a PUD. <br /> <br />Council Member Koski stated that several residents appeared at the public hearing held at the <br />Planning & Zoning Commission regarding their concerns for water quality, pollution, maintenance <br />of the sections, and installation of the dock itself with the ability to tie a watercraft to it. Discussion <br />ensued regarding maintenance of the dock. Administrator Statz stated that the Home Owner’s <br />Association is responsible for the maintenance of the dock surface with lakeshore owners <br />removing/installation of the dock. <br /> <br />Mr. Don Skelly stated that he felt that the property owners would have a personal interest in taking <br />care of the shoreline and improving the area. <br /> <br />Discussion ensued regarding possible signage placement by the HOA as numerous individuals are <br />familiar with the site being open to the public versus private property at the current time, home <br />values and legal notices being forwarded to residents/property owners that are within a 350’ radius <br />of the site. <br /> <br />Motion by Council Member Montain, seconded by Council Member Koski to Adopt the <br />Revised Conditional Use Permit for Planned Unit Development Utilizing Option B – Utilizing <br />the Linear Option (HOA May Construct and Maintain a Dock Complex on Outlot B. The <br />Dock Complex May Have No More Than Nine (9) Slips for Docking a Single Watercraft in <br />Each Slip. The Docks are for the Exclusive Use and Enjoyment of Residents Living in Block <br />2 and Watercraft Moored in Slips Must be Registered to an Address Within Block 2 of the <br />Bay View Villas Development). The HOA May Not Grant Right of Access to Residents for <br />Any Property on Peltier Lake. All in favor. Motion carried. <br /> <br />2. City Council Work Session Schedule <br /> <br />Administrator Statz stated that Council’s consensus at their recent retreat was that work sessions <br />were a valuable tool and the possibility of expanding the sessions by extending the start time or <br />having them more often should be explored. He stated that the current schedule of work sessions <br />has been the second meeting of the month, 5:30 – 6:30 p.m. <br /> <br />Lengthy discussion was had regarding start/end times, frequency, items of discussion, meeting day <br />of the week, modifying Council meeting dates, the intent of shortening the length of the actual <br />Council meeting due to discussions being addressed at the work session level, if no items of <br />discussion then no need for session, and the possible need for continuation of work sessions <br />following the regular Council meeting. <br /> <br />Page 4 of 7 <br /> <br /> <br />
