City of Centerville <br />Council Meeting Minutes <br />May 13, 2020 <br /> <br /> <br />Mayor Love stated he was also happy to have this development completed. <br /> <br />3. Ad Hoc Council Committees <br /> <br />Administrator Statz stated that it came to his mind that he should obtain Council’s opinion on <br />whether they desired to organize Ad Hoc Council Committees to address the following items. <br /> <br />a. City Hall Renovation <br /> <br />He felt that Council may desire to provide input regard features/processes associated with the <br />following items. He stated that he felt that it would be helpful to work with two (2) Council rather <br />than five (5) Council Members and bringing items to a Council meeting that say may involve color <br />choices associated with paint or carpet or would Council prefer larger issues to participate in that <br />could come before the entire Council. <br /> <br />b. Public Nuisance/Code Enforcement <br /> <br />He felt that with this item it would be if residents did not feel that an issue was being handled <br />appropriately by Staff. He also stated that Council may receive emails from residents regarding <br />issues and respond, each in a different way regarding an issue. He also stated that he did not want <br />to be put in a position to potentially break open meeting laws by discussing items with more than <br />two (2) Council Members. Administrator Statz stated that there is an appeal process to the Zoning <br />Administrator and the P & Z Commission acts as that appeal board. <br /> <br />c. Rebranding <br /> <br />Mayor Love felt that this item was placed on hold and that the only thing there was to do regarding <br />the item was to replace Mayor Paar for the Ad Hoc Committee when the time arose. <br /> <br />Lengthy discussion ensued, Council concern over possible open meeting law violations, <br />confidence in Administrator Statz’s judgement along with Staff’s. Some suggestions were <br />received to utilize the Centennial Lakes Police Department or the Centennial Fire District <br />regarding code enforcement issues and a Council Member questioned whether other communities <br />utilize Committee’s similarly. Attorney Glaser stated that other communities do utilize these types <br />of Committee for numerous things and it is just preference of Council. Council Member Lakso <br />suggested the use of Survey Monkey and Attorney Glaser advised against as Council discussions <br />should take place in a public forum allowing for input by the public and transparency. Council <br />Member Lakso desired for no additional meetings during the month if possible. Council consensus <br />was not to micromanage the Administrator as he was hired to perform duties and his judgement <br />was trusted. A Council Member stated that input from Staff should be obtained regarding the <br />above stated items. <br /> <br />Administrator Statz stated that if he felt there was a larger item he would include it on an Agenda <br />for Council consideration. <br /> <br />Page 12 of 16 <br /> <br /> <br />
