City of Centerville <br />Council Meeting Minutes <br />May 13, 2020 <br /> <br />Mayor Love recognized Mr. King, 1724 Sorel Street: Mr. King stated that with the Public Safety <br />being the largest part of the City’s budget there were not enough complaints to warrant their <br />services, it may send the wrong message and he felt that the appeals process could handle the <br />situations that arise as during his tenure there were none. He did state that if it were necessary <br />staff should utilize the Centennial Lakes Police Department along with Attorney Glaser. Attorney <br />Glaser stated that he generally gets involved if prosecution is necessary for a violation. <br />Administrator Statz stated that Staff does not provide direction of enforcement of laws to the <br />Centennial Lakes Police Department. They on occasion do alert a residents that there is a code <br />violation on their property and to take care of it. He stated that the City also notifies residents of <br />code violations. He stated that City Staff and CLPD work in conjunction so duplication of services <br />is not completed and if needed for enforcement purposes Staff requests their presence on site. <br /> <br />Mayor Love stated that Administrator Statz had forwarded his report several hours prior to the <br />meeting. However, Governor Walz held a press conference just prior to the meeting and he <br />requested that City Attorney Glaser provide an update. <br /> <br />Attorney Glaser stated that a new “Stay Safe Minnesota” order replaces the previously ordered <br />“Stay at Home” order with three (3) new areas opening: suggestions for the work place for those <br />businesses that are allowed to be open(ed), social gatherings of up to 10 individuals being allowed <br />and schools opening. Attorney Glaser stated that most schools closed for the year due to the virus <br />so that was not an issue. He stated that small businesses could open with a preparedness plan in <br />place along with other requirements. He stated that civic gathering and church activities remain <br />closed. He stated that as of June 1 bars and restaurants could service individuals outdoors with <br />additional requirements. He stated that the State is encouraging washing hands, testing, staying <br />home for work and wearing masks. Council Member Koski questioned testing and its availability. <br />Attorney Glaser stated that a co-worker had made an appointment earlier in the day and was seen <br />at a drive-up clinic later that afternoon. Mayor Love asked whether hair salons/barber shops were <br />allowed to up and Attorney Glaser stated no that they would be at a later date as this is closer <br />contact between individuals. <br /> <br />Mayor Love asked Administrator Statz about public communications and a recent request that was <br />place on the utility bills. Administrator Statz stated that Staff is compiling a list of businesses and <br />citizens that are interested in receiving an email blast of update information of things that are <br />happening in town. He stated that this is in addition to the City’s web site and social media venues. <br />He stated that residents and businesses may complete a form on the web site if they are interested <br />or they may email info@centervillemn.com. He reported that the EDA has been actively <br />contacting businesses soliciting sign up. <br /> <br />Council Member Lakso asked if the City is claiming expenditures associated the Centennial Fire <br />District or the Centennial Lakes Police Department. Administrator Statz stated that he believed <br />they were tracking their own accounting similar to all other expenditures but he would be in <br />communications with both entities regarding this. <br /> <br />Attorney Glaser stated that the courts are experimenting with reopening the courts and that it was <br />a slow process but they planned on being fully operation by September 1. He stated that court <br />remains to be taken care of through Zoom. He also stated that the Mediator associated with the <br />Alex’s Lawn & Turf case has requested two (2) members of Council to participate. He stated that <br />Page 13 of 16 <br /> <br /> <br />
