City of Centerville <br />Council Meeting Minutes <br />May 13, 2020 <br /> <br />Mayor D. Love, Council Members Russ Koski, Michelle Lakso, Matt Montain, Tom Wilharber, <br />City Administrator Mark Statz, City Attorney Kurt Glaser, City Assessor Ken Tolzmann and <br />Theodore Anderson, Anoka County Property Tax Division were all present. <br /> <br />1. Mr. Ken Tolzmann <br /> <br />Assessor Tolzmann stated that Minnesota Statutes establishes specific requirements for the <br />property. He stated that the law requires that all real property be valued at market value, which is <br />defined as the usual or most likely selling price as of January 2, 2020. The estimated market values <br />established for the 2020 assessments are based upon qualified sales of Centerville properties taking <br />place from October 1, 2018 through September 30, 2019. He also stated that from this sales <br />information, the mass appraisal system is used to determine individual property values. Property <br />owners who have questions or concerns regarding the market value set for their property were <br />asked to contact me prior to this meeting allowing him the opportunity to answer any questions <br />they might have. Assessor Tolzmann stated that many questions are resolved prior to this <br />evening’s meeting. He stated that if he is unable to resolve the issue to the property owner’s <br />satisfaction, the appeal may be brought before the Board this evening. <br /> <br />Assessor Tolzmann stated that State Statutes requires all real property within the City to be valued <br />at market value as of the January 2, 2020 and that same has been met. He stated that based on 41 <br />qualified sales within Centerville during the sales period, and after value adjustments were made <br />accordingly by zone, the final result was an assessment that qualifies as “excellent” in the eyes of <br />the Minnesota Dept. of Revenue with a median sales ratio of 94.56%, a coefficient of dispersion <br />(COD) of 4.07, and a Price Related Differential of 100. He also stated that this compares with an <br />overall Anoka County Ratio of 94.45% and a COD of 7.46. <br /> <br />Assessor Tolzmann stated that with respect to the overall growth in market value/tax base of the <br />City for this year, those figures will be provided at a later date by Anoka County due to a new <br />database this year. He also stated that with the current COVID-19 situation, and its effect on the <br />market value of properties within the City that its effects would not be fully known until there can <br />be an analysis of sales taking place between October 1, 2019 and September 30, 2020. He also <br />stated that those values will be posted on January 2, 2021. <br /> <br />Assessor Tolzmann concluded by saying that he had included the Minneapolis Association of <br />Realtors Residential Real Estate Report (MAAR) in his report which included historical data <br />surrounding the state of real estate market in Centerville and entire area. He stated that the 2019 <br />reports states that the market values increased by 3.7% in Centerville last year and that the median <br />sales price went from $263,250 in 2017, to $273,000 in 2019. The MAAR also noted that home <br />values in Centerville have increased by 22.4% in the past 5 years which is good news for those <br />residents that desire to sell their home. He also thanked Council for their continued support and <br />stated that if any resident had questions to contact him during regular hours, he can schedule <br />evening or weekend appointments also. <br /> <br />Motion by Council Member Wilharber, seconded by Council Member Koski to Open the <br />Board of Appeals & Equalization meeting at 6:40 p.m. A roll-call vote was taken.
