City of Centerville <br />Council Meeting Minutes <br />May 13, 2020 <br /> <br />will be added along with additional parking spaces (impervious surface treatment). He stated that <br />when the original system was built a large pipe was run along Centerville Road to the Regional <br />pond and it was built to a capacity of handling a total of eleven (11) sprinkler heads but due to <br />budgetary concerns only eight (8) were originally installed. He stated that staff would like to gain <br />three (3) additional sprinkler heads by installing an additional sprinkler head installed at Laurie <br />LaMotte Park, piping and a sprinkler head to be installed at Hidden Spring Park which would be <br />the base bid for the project. He went on to state that staff felt that additional sprinkler systems <br />could be installed which would provide water to three (3) private property owners (St. Paul <br />Regional Water, Metropolitan Council and the Church of St. Genevieve) of which this would be <br />alternate to the bid and contingent upon individual agreements with these property owners to cover <br />liability, ownership, etc. He stated that the additional coverage of LaMotte Park and Hidden Spring <br />Park would allow for enough credits to complete the Downtown Street Project without having to <br />construct the raingardens, ponding, etc. that would be required. He also stated that is the <br />importance of moving forward with Downtown Street Project. He stated if the City cannot come <br />to an agreement with the three organizations it would not hinder the project going forward but in <br />the future is could affect some projects. <br /> <br />Administrator Statz reminded Council that the City was successful in receiving grant funding for <br />the expansion from Met. Council - $100,000 and RCWD - $32,000. He stated that $33,000 of <br />funding would come from the Stormwater Fund and was a matching amount required by the Met. <br />Council grant. <br /> <br />Council Member Montain stated he was fine with the base bid but without reviewing the other <br />riders that are in effect with St. Paul Regional Water he would not vote in favor of the alternate <br />bid at this time. He also requested additional information on projects completed in the past where <br />credits were utilized, the credit system, etc. <br /> <br />Council Member Wilharber stated that he felt it was a win-win situation. <br /> <br />Council Member Lakso felt that it was a part of the original investment to keep the system <br />operational with future upgrades and stated that the funding was well managed. She concurred <br />with Council Member Montain. <br /> <br />Council Member Koski questioned the geographical location of the system and proposed additions. <br />Administrator Statz presented an aerial photo for discussion. He stated that the pond was located <br />in the Rice Creek Regional Park, stormwater drains into a large pipe and into a ditch on the south <br />side of town (south of Main Street). He stated that most of east of Centerville Road and Hunters <br />Crossing drain here. He stated that if credits are used they must be within the area but that it was <br />a rather large area. Council Member Koski asked the amount of credits that the City was <br />attempting to achieve for future projects. Administrator Statz stated that it is a balancing act as <br />the more water there is the better it is for the system and credits. He stated that adding impervious <br />surface adds more storm water. Council Member Koski asked if the City could share water and <br />drainage with Lino Lakes. Administrator Statz stated that there is only one park with close <br />proximity that this could be done and that is LaMotte Park in Lino Lakes due to the geographic <br />nature of the infrastructure. He also stated that if Block 7 were to remain vacant and the City <br />desired to irrigate that it would also be difficult to accomplish due to the proximity and that is why <br />the three (3) private parcels were chosen.
