City of Centerville <br />Council Meeting Minutes <br />May 13, 2020 <br /> <br />the Festival Committee to consider some other way of honoring the spirit of the City. She provided <br />several suggestions such as the week of the celebration to provide a magnet to residents, local <br />business trinkets, organizing leaving lights on for an evening, etc. Allowing residents to feel that <br />they are coming together during this difficult time. She felt that there were very creative minds on <br />the Festival Committee and that they could come up with something. <br /> <br />Mayor Love thanked Council Member Lakso for her thoughts and feedback. Council Member <br />Koski also felt that maybe obtaining ideas from the residents would be good input. Council <br />Member Wilharber stated that he would be participating in an upcoming Centerville Lion meeting <br />where additional discussions will be had regarding the Festival and he will report back to the <br />Council with their recommendations. <br /> <br />Mayor Love stated that there was a potential for a second wave of the virus expected in the early <br />fall, he wanted to honor the Committee’s time and dedication, he was open ideas dependent upon <br />the outcome of the virus, Governors’ Orders, etc. He stated that the Committee needed to go <br />forward on planning or not planning events for the scheduled celebration which including <br />providing refunds for those events that are known not to take place and alike. Council Member <br />Lakso stated that she felt that the term “cancel” should not be used as something smaller could be <br />planned. Council Member Wilharber disagreed stating that there were so many unknowns and <br />that it would be better to cancel the Festival for 2020 and begin planning a “Bigger and Better <br />2021”. Council Member Koski stated that the event as known needed to be cancelled but that was <br />not saying that something different could not be done. Council Member Montain stated that the <br />Festival for 2021 should be considered during the budgeting period. <br /> <br />Mayor Love stated that he respected the work of the Festival Committee, they are dedicated and <br />that they have been planning since February. He stated that a large number of people and <br />organizations come together to organize the event(s). He also stated that if things are better in <br />September or October they will plan something. <br /> <br />Motion by Mayor Love, seconded by Council Member Koski to Approve Item #11, Fete des <br />Lacs Cancellation for July as Currently Scheduled. A Roll Call Vote was Taken: Mayor <br />Love and Council Members Lakso, Koski, Montain & Wilharber voted in favor. Motion <br />carried. <br /> <br />VIII. OLD BUSINESS <br /> <br />1. LaMotte Park Stormwater Irrigation System Expansion - Award of Bid <br /> <br />Administrator Statz stated that consideration of awarding the contract for this project is on <br />Council’s agenda this evening and he provided some background of the project. When in the City <br />first planned the Downtown Redevelopment Project in 2005-2006, then the economy declined and <br />the City was looking at maximizing the amount of land that was available for development and <br />Staff devised, at that time, a state of the art storm water reuse system (irrigation) from <br />stormwater/ponding. He explained that the system allowed stormwater credits that did not require <br />raingardens, ponding, etc. for other street projects and the Centerville Road project. He reported <br />that the City has currently used all of its existing credits and again was looking for a way to obtain <br />credits for the Downtown Street Improvement Project as streets will be widened, hammerheads <br />Page 7 of 16 <br /> <br /> <br />
