<br />City of Centervil1e <br />COWlci1 Meeting Minutes <br />July 12,2006 <br /> <br />Mayor Capra asked if this project were tied to a larger project would that lower the costs <br />and whether there are any other projects coming up. <br /> <br />City Engineer Statz indicated the project is large enough to warrant doing it on its own <br />and obtain cost effective prices and said that there would be duplicate costs for restoring <br />the boulevard if the street is not done at the time of the utilities. <br /> <br />City Administrator Larson indicated that a change order onto the backage road project <br />may be possible. <br /> <br />City Engineer Statz indicated that it might be possible but he is not sure that the <br />contractor would be interested in doing so. <br /> <br />Jeff Hanzal of 7381 Old Mill Road indicated that he and his wife started a request for <br />road improvements to the end of their property line and the plan was for minimal impact <br />to the neighbor and they would work with him on the assessments. He then said that they <br />have not been able to work that out and now the City has decided to go all the way to the <br />City limits but, the problem he is having, in discussions with the City and how the <br />assessments are coming up they are being asked to pay for half of the entire road <br />improvement including to the north and they find that tough to handle with the size of the <br />development at three lots that need services. <br /> <br />Mr. Hanzal indicated that they would like to bring the road only to their property line and <br />their proposal was to pay $30,000 to his neighbor Mr. Fruth and defer his assessments for <br />five years and then he would be assessed by the City and that would limit the impact. If <br />the City does decide to go all the way to the City limits they will ask for a different way <br />of splitting the assessments amongst the neighbors as they have large chunks of property <br />who will benefit from this in the future. He then asked Council for discussion on the <br />possibilities for assessing on this project. <br /> <br />Mayor Capra indicated that she sat in on a meeting with the Administrator and Mr. <br />Hanzal as she was at City Hall at the time of the meeting and told him that developments <br />move utilities and generally the developer pays a pretty good portion of those costs as <br />that brings sales and development of the lots. <br /> <br />Council Member Terway asked for assessment information. <br /> <br />City Administrator Larson indicated that the standard assessment policy would mean <br />assessments of approximately $40,000 on the smallest up to $100,000 on the largest. He <br />then said that it is based on frontage and how many development lots each parcel has. <br /> <br />Council Member Lee said that the developer should pay for a large portion of it but 50% <br />of the entire project seems disproportionate since he gets four lots and the other property <br />owners could get 1210ts. <br /> <br />Page 2 of 11 <br /> <br />~ <br />
