8.0 WELLHEAD PROTECTION GOALS, OBJECTIVES AND <br />IMPLEMENTATION PLAN <br />Goals and objectives have been developed based on the results of the vulnerability analysis, the results <br />of the potential contaminant source inventory, and local geologic conditions. In general, goals and <br />objectives are ranked in order of priority. <br />8.1 Goals <br />The following goals form the framework within which the information generated during delineation <br />and source inventory activities is evaluated and upon which the planning activities are based: <br />1. Continue providing high quality water that meets state and federal drinking water standards. <br />2. Practice preventionstrategiesfor properties containing potential contaminant sources to avoid <br />adversely impacting the quality. <br />3. To work cooperatively with other nearby local units of government including Anoka County, <br />adjacent communities, and state agencieson regional aquifer protection actions. <br />4. Build awareness of wellhead protection goals among and disseminate information about <br />wellhead protection plan implementation to the City’s staff, residents, and business <br />community. <br />8.2 Objectives <br />To meet these goals, the following specific objectives were developed: <br />1.Make a commitment to manage unused, unsealed wells effectively by making sure they are <br />sealed properly, as appropriate. <br />2.Develop and implement an aquifer management plan to monitor known sources of <br />contamination and to identify new ones. <br />3.Develop a spill response plan to address large spills within the DWSMA. <br />4.Educate owners of properties containing potential contaminant sources (storage tanks, etc.) of <br />the importance of spill preventionand best management practices. <br />5.Be involved in the development and/or implementation of surface and groundwater planning <br />activities for Anoka County and adjacent communities to help manage surface water flow and <br />infiltration issues. <br />6.Review new and redevelopment plans within the DWMSA for their potential to impact <br />groundwater quality. <br />7.Develop specific guidance for city departments to use so that Citystaffcan make informed <br />day-to-day decisions that may affect the wellhead protection program. <br />8.Develop public education materials to enlist support of community in groundwater <br />management goals <br />9.Collect additional data to better define the age of water in the City’s wells. <br />10.Request notification from other local units of government for any changes that may affect <br />the management of the DWSMA. <br />11.Manage and maintain sanitary sewer and storm water systems with wellhead protection <br />goals in mind. <br />18 <br />193803358 <br />Stantec Consulting Services, Inc. <br /> <br />
