7.3 Status ofExisting Governmental Controls Concerning Water and Related Land Use <br />There are many tools available to the regulating agencies that may be used to achieve the wellhead <br />protection planning goals identified by the wellhead planning team. State and local governmental <br />units, such as MDH, Anoka County, and the DNR, regulate: <br />Well construction –MDH <br />Well sealing –MDH <br />State groundwater appropriation permits – DNR <br />Public water supply quality – MDH <br />Setbacks for specific contaminant sources from a well –MDH and local governments <br />through conditional use permitting <br />Land use controls – Local governments(City of Centerville, City of Lino Lakes, City <br />of Hugo), Met Council <br />Tank control program –MPCA, MDA(Minnesota Department of Agriculture) <br />Shallow disposal wells - U.S. EPA <br />Stormwater Discharge Permitting –MPCA, Watershed Organizations <br />Storage and use of agricultural chemicals and pesticides – MDA <br />Any of the permitted activities which have the potential to affect the wellhead protection delineation <br />and/or the quality or quantity of the City of Centervillewater supply should be reviewed by the <br />respective county, state, or federal agency before a permit can be approved. <br />The implementation portion of this plan establishes periodic review of controls over land uses and <br />zoning within the DWSMA.
