From your application, you wrote: <br />Since the project is already underway with a contractor it would not be practical to stop and rebid with <br />other vendors. Contactor of choice currently has a niche in the market when it comes to decorative <br />concrete work. <br />Considering the timing of these matters I have attached previous decorative projects completed by <br />contactor and a detailed bid from contactor for this project. <br />Street scope sketches are not an option, contactor would have to hire that out at additional costs and <br />time. Some of these folks run small businesses all on their own with not much help, let alone full office <br />staff working on things like that. <br />Also, from your application, the scope of work was: <br />Our grant guidelines clearly call for several bids. We waived this requirement because you said that <br />your contractor had a "niche" for decorative concrete work and you wanted to work with them to <br />achieve a high quality look, etc. When asked for a sketch of your plan, you said there was no time to do <br />so and that your contractor was unable to provide that. In lieu of a sketch, you submitted several <br />examples of their work. All of those examples included a stamped pattern of some sort. Further, the <br />scope of work you submitted with your application included a description which called for "stamped" <br />
