During our discussion at the meeting, we certainly understood that a ramp might not <br />be included in plans to keep costs down, since the city's EDA was unable to offer more than a $5,000 <br />grant. However, there was no discussion of eliminating the other decorative elements of the concrete <br />work. <br />When the EDA approved your grant application, it was under the understanding that there would be a <br />stamped, colored concrete patio poured. It appears that you have poured a simple colored concrete <br />patio, with no stamping or pattern. <br />Additionally, in order to receive grant funds, you are required to be in good standing with the city. We <br />have not yet received a plumbing permit for the new fixtures in his building which were required by <br />Anoka County Health Department. We must receive this permit application, inspect the work and deem <br />it to be satisfactory. Plumbing permits involving licensed food preparers may also need to be approved <br />by the State of MN. Please consult with your plumber on this. <br />On Tuesday, your tenet hosted a grand opening for his business. The lack of permitted and approved <br />plumbing fixtures could jeopardize his license and occupancy permit. We are exited about the energy <br />his business brings to our downtown, but we must meet basic health and safety requirements. <br />Before we consider releasing grant funds, you must do the following: <br />Pull the necessary permits for the work in the building. Have the work inspected and passed. <br />Address the issue of underperformance on the work of the patio. <br />I have contacted County Staff and we are preparing to draw the funds necessary to reimburse you for <br />your grant -eligible expenses.
