City of Centerville <br />Planning and Zoning Commission <br />February 4, 2020 <br /> <br /> <br />Don Skelly <br />High Point Realty <br />o HOA “Owns docks” <br />o Has been in communication with City Attorney on issues related to docs. <br />o One HOA, with different dues for those on the lake vs. those off the lake. <br /> <br />Nick Sindt, 7268 Mound Court <br />o Asked if any studies had been done on overall number of docks (boats) the lake could <br />sustain. <br /> <br />Motion by Commissioner Mosher, seconded by Commissioner Krueger to close the Public <br />Hearing at 6:52 PM. All in favor. Motion carried. <br /> <br />Administrator Statz explained that no studies have been done, but that with half or more of the <br />lakeshore occupied by a reginal park, the overall density of docks (boats) on the lake, is certainly <br />not more than most suburban lakes. He also assured the commission that the docks would not <br />impede the flow of water between the lakes. <br /> <br />V. AWARDS, PRESENTATIONS & APPEARANCES <br /> <br />1. None <br /> <br />VI. OLD BUSINESS <br /> <br />1. None <br /> <br />VII. NEW BUSINESS <br /> <br />1. Conditional use Permit Revision – Bay View Villas <br /> <br />Commissioners debated the various issues, with consensus being that there was not a large <br />concern regarding the overall issue of dock or boat density and that the main concerns were the <br />aesthetics of such a large complex of docks. The commission felt strongly that the City Council <br />should be given at least two options to review for the layout of the docks, prior to approval of the <br />Conditional Use Permit revisions. <br /> <br />Motion by Commissioner Twohy, seconded by Commissioner Olson to recommend approval <br />of the Conditional Use Permit Revision, by the City Council with the stipulation that the <br />Council should be presented with at least two layout options for the docks. All in favor. <br />Motion carried. <br /> <br />2. Review of Adjacent Development – Nadeau Acres – Lino Lakes <br /> <br />Administrator Statz presented a preliminary plat for a Lino Lakes development that would abut <br />portions of Centerville. There are no road connections proposed between the two communities. <br />All traffic would be directed out to one of two county roads adjacent to the development. There <br />was some discussion over drainage from the development coming onto adjacent property in <br />Page 2 of 3 <br /> <br />
