City of Centerville <br />Planning and Zoning Commission <br />March 10, 2020 <br /> <br />shield or different fixture, screening the light from the neighbors. With this promise, the P&Z <br />Commission tabled the appeal. To date Mr. Witzel has not completed this task. <br /> <br />After a brief discussion, the P&Z Commission took action as detailed below. <br /> <br />Motion by Commissioner Fehrenbacher, seconded by Commissioner Haiden to affirm the <br />decision of the Zoning Administrator. All in favor. Motion carried. <br /> <br />2. Off Street Parking in Downtown <br /> <br />Staff presented various arrangements of on and off-street parking for the 3 locations in downtown <br />that will be affected by the street reconstruction project. The Commission discussed these parking <br />spaces, the business impacts of eliminating them and the connection to the downtown master plan. <br />The consensus was to trade these parking spaces for parallel spaces, in accordance with the <br />Downtown Master Plan, where practical. The downtown street project, is programmed to build <br />some parallel parking on the south side of Sorel St. to accommodate a future business on the first <br />floor of an apartment building and adding parallel parking spaces along the north side of Sorel St. <br />from Centerville Rd to Progress St and in front of the church's property would compliment that <br />arrangement. <br /> <br />Motion by Commissioner Fehrenbacher, seconded by Commissioner Haiden to recommend <br />utilizing parallel on-street parking to replace non-conforming spaces lost to the street <br />reconstruction, where feasible. All in favor. Motion carried. <br /> <br />3. Centerville Storage-Revised Site Plan <br /> <br />Staff presented a revised site layout for the proposed Centerville Storage project. It removes the <br />northernmost building and extends the two middle buildings to the north about 40 feet each. This <br />is done because they could not reach an agreement with the neighboring property owner to the <br />north to vacate the ingress/egress easement. The new layout does not increase impervious area, <br />the number of units or expand the footprint of the development. In some areas, there is a reduction <br />in the impacts. <br /> <br />Motion by Commissioner Haiden, seconded by Commissioner Fehrenbacher to recommend <br />approval the revised site plan as presented. All in favor. Motion carried. <br /> <br />VII. NEW BUSINESS <br /> <br />nd <br />1. Old Mill Estates 2 Addition <br /> <br />nd <br />Staff presented the proposed final plat for Old Mill Estates 2 Addition. The Final Plat is similar <br />in nature to the Preliminary Plat, approved by City Council. <br /> <br />Motion by Commissioner Olson, seconded by Commissioner Krueger to recommend <br />nd <br />approval of the Final Plat for Old Mill Estates 2 Addition.
