<br />MEMORANDUM <br />TO: MAYOR & CITY COUNCIL <br />FROM: KURT GLASER, CITY ATTORNEY <br />SUBJECT: ROSEVILLE METRO I-NET <br />CONVERSION INTO A NEW JOINT POWERS ENTITY <br />DATE: 12/3/2020 <br /> <br />SUMMARY: The City of Roseville wants to spin-off their IT services under Metro I-NET to its <br />current governmental customers. They are asking Cities to join a new joint powers entity and <br />approve the attached joint powers Agreement. <br />ACTION: Motion to approve the attached JOINT POWERS AGREEMENT FOR THE <br />ESTABLISHMENT OF THE NORTH EAST METROPOLITAN AREA MUNICIPAL <br />- <br />DISCUSSION: Staff recommends entering into this JPA for Metro INET. <br />It is always an important decision when a City joins any joint powers entity. Metro INET will be a <br />perpetual entity which provides IT, communication, and computing services and products. The City <br />s they were less expensive and more accommodating than <br />contracting for these services from private companies. In the long run, any technology venture will <br />be volatile given the fast-changing nature of technology. Given these challenging factors, this new <br />venture will need to be managed with an eye towards the changing shifts in technology or be <br />prepared to close if its services become outdated or obsolete due to technology changes. <br />Timeline: <br />Effective Date of JPA: 1/1/2021, with a perpetual year-end budget cycle <br />By Laws (Operational Rules) To be created in 2021 <br />2021 Transition 2021 will be a 1-year period where Roseville transitions from <br />providing services and employees into Metro INET providing <br />services and employees <br />Finances: <br />Initial Investment $0 (for current Roseville customers) <br /> <br /> <br />
