City of Centerville <br />EDA Minutes <br />December 16, 2020 <br />City Council passed the preliminary 2021 budget with less than a 1% levy. Executive Director <br />Statz stated that City Finance Director Bruce Dejong gave a good five-year picture for the city, <br />and we should be able to keep taxes on a downward trend, meaning a combination of keeping the <br />levy flat, or small growth, with increased tax base, or tax capacity. <br /> <br />Executive Director Statz stated that he heard from Mr. Harchenko from the Apollo Group who had <br />previously proposed an apartment building on Block 7. They have come back with a new proposal <br />for row homes and presented it to the Planning and Zoning Commission. There is another business <br />that is proposing a similar style development on the property, and we are going to look at that in <br />January so we can compare the two proposals. He also had an hour long conversation with a third <br />group who is proposing an apartment complex there and is looking at redevelopment property in <br />the city. <br /> <br />The Planning and Zoning Commission held a Public Hearing for an Interim Use permit for Rehbein <br />Black Dirt. We believe we have a compromise to move forward in the next two years and have the <br />pile of dirt removed by the end of 2022. <br />Executive Director Statz stated that he would like to thank North Metro TV for their work on the <br />CenterStage program. Mr. Statz stated that the station decided that for 2021 they will provide a <br />staff person to record all meetings, free of charge. He would like to discuss with the commission <br />whether or not they would like to have this done. <br /> <br />Public Safety staff have had a few cases of Covid-19 and are doing their best to stay safe. They <br />are also trying to keep the community safe by making sure there are enough police and firefighters <br />on staff, <br /> <br />Commissioner Giovinazzo suggested inviting Centennial Lakes Police Officers to a meeting to <br />introduce themselves and have the commission to recognize them in some way. <br /> <br />Commissioner Wilharber asked about a proposed apartment building on the northeast corner of <br />the city, and whether not the Planning and Zoning Commission had considered rezoning the lot. <br />Executive Director Statz stated rezoning is required because the area is currently zoned B-1 <br />commercial, and he felt that the EDA should issue an opinion on the topic. <br />city <br />2. Year to Date Financials <br />Executive Director Statz explained that there is a surplus of $13,000.00 in our budget due to <br />CARES Act funding, which will carry over into 2021. <br />Commissioner Giovinazzo asked if there was still a way to view how many hits the CenterStage <br />ads were getting on Facebook. He felt it was a good way to see how many people the ads were <br />reaching and whether or not the program was a good use of our money. <br />Discussion was had regarding the EDA budget and whether or not to use the money for capital <br />purchases. <br /> Page 5 of 7 <br /> <br />
