January 29, 2021 <br />Planning and Zoning Commission <br />1880 Main Street <br />Centerville, MN 55038 <br />Dear Chair and Commissioners: <br />Since, at least, the late 1990s, the city has been planning for the redevelopment of <br />Downtown Centerville. Several iterations of <br />consistently shown the downtown as a high-density and mixed-use district. In 2005, a <br />committee was formed and a formal downtown redevelopment plan was developed and <br />adopted by the City Council after an extensive public engagement process and input from <br />design professionals. <br />In the years since this plan was created, the city has taken a number of steps to ready the <br />downtown for redevelopment including the construction of a stormwater reclamation <br />system, eliminating the need for stormwater ponds in the downtown, streetscaping Main <br />Street with lights, trees and other decorative elements, acquiring remnant parcels from the <br />County and purchasing blighted homes on Block 7. <br /> <br />To date, there have not been any redevelopment projects completed in the downtown. <br /> <br />Approximately one year ago, the city was approached by two developers, each looking to <br />construct a 50+ unit apartment building on the Block 7 site. The c <br />Council reviewed those proposals and chose to pursue a development agreement with <br />Trident Development. After several months of negotiation, an impasse was reached as <br />the City Council elected not accept the devel <br />Financing (TIF) to help fund the project. <br /> <br />parties looking to develop the property. In an effort to best compare these proposals, staff <br />sent out a Request for Proposals (RFP) to all those who had recently expressed interest in <br />the property.
