High Point Land <br /> MWF Properties <br /> Trident Development <br /> Apollo Development <br /> Centra Homes <br /> Ebert Construction <br />The city received proposals from Centra Homes and Ebert Construction. Those <br />proposals are attached to this letter. Representatives from each firm will be on hand at <br />the Planning and Zoning Commbruary 2, 2021 (6:30 PM), <br />held via Zoom videoconference. Each respondent will be given an opportunity to present <br />their development proposal and stand for questions from the commission. <br />Staff Report <br />Both proposals appear to meet the zoning code and the overall intent of the Downtown <br />Master Plan. The Centra Homes proposal offers a larger financial commitment from the <br />developer, up-front, while the Ebert Construction proposal may offer a larger tax base <br />and higher density to drive retail interest in the downtown. Each proposal has identified <br />their ability to meet the obligations associated with the Community Development Block <br />Grant Funding used by the city to purchase portions of the land. Neither proposal is <br />seeking Tax Increment Financing. <br />The Planning and Zoning Commission should discuss the merits of each proposal and <br />make a recommendation to the City Council as to which developer may represent the best <br />opportunity for the city to forward its overall goals. The intent is for the City Council to <br />then choose a developer to engage with in further negotiations on a purchase agreement <br />Sincerely, <br />Mark R.
