City of Centerville <br />Council Meeting Minutes <br />September 9, 2020 <br /> <br />information about well head protection plan implementation to the staff, residents and business <br />community. Mr. Janovec stated that specific objectives have been developed to meet the goals of <br />the Plan: make a commitment to manage unused, unsealed wells effectively by making sure they <br />are sealed properly, as appropriate (grant funding); develop and implement an aquifer management <br />plan to monitor known sources of contamination and to identify new ones; develop a spill response <br />plan to address large spills within the DWSMA; educate owners of properties containing potential <br />contaminant sources (storage tanks, etc.) of the importance of spill prevention and best <br />management practices; be involved in the development and/or implementation of surface and <br />groundwater planning activities for Anoka County and adjacent communities to help manage <br />surface water flow and infiltration issues; review new and redevelopment plans within the <br />DWMSA for their potential to impact groundwater quality; develop specific guidance for city <br />departments to use so that staff can make informed day-to-day decisions that may affect the <br />wellhead protection program; develop public education materials to enlist support of community <br />in groundwater management goals; collect additional data to better define the age of water in the <br />City’s wells; request notification from other local units of government for any changes that may <br />affect the management of the DWMA; and manage and maintain sanitary sewer and storm water <br />systems with hell head protection goals in mind. <br />Mr. Janovec stated that the next part of the process would be to submit this plan to the Minnesota <br />Department of Health for plan review and approval. He stated that once the plan is approved it is <br />in place for ten (10) years. He also stated that once the plan is approved, the City is eligible to <br />obtain implementation grants. He stated that the grants are $10,000 with no matching grants. He <br />also stated that anything outlined in the plan, the funds can be used for and can work with residents <br />to seal unused wells or provide education. <br />Administrator Statz requested that Mr. Janovec to explain the shape of the Well Head Protection <br />Area and why it is the way it is. Mr. Janovec stated that it is based on ground water travel and <br />how quickly if flows and the direction it flows. <br />Council Members were provided an opportunity to ask questions. Council Member Koski asked <br />what dictates the geography of this well head protection/water source or just where water flows <br />and how do we know how big it is. Mr. Janovec stated that the aquifers that supply the City’s <br />wells comes from bedrock layers of the Prairie Du Chien-Jordan aquifer which supplies most of <br />the Twin Cities area with water. He stated that if you think of it as many layers of pancakes and <br />one layer that you are getting your water from, water moves dictated by gravity which moves east <br />to west. Council Member Koski also stated that he thought that Mr. Janovec stated that there were <br />20 leaks/spills. Mr. Janovec stated that he was correct and that they were notated by the MPCA. <br />Council Member Koski asked when the last one occurred. Mr. Janovec stated that it was probably <br />20-30 years. <br />Council Member Montain asked whether the City was on the same general path as the neighboring <br />communities. Mr. Janovec stated that generally, the City is but sealing wells should be a large <br />priority and working cooperatively with neighboring communities would ensure that the goals are <br />the same. He stated that he felt the communities would have an interest in unused wells being <br />sealed in Centerville as it also affects them. He stated that the communities can submit for grants <br />together gaining $20,000 for sealing wells per year if desired. Council Member Montain stated <br />that the plan does not require people to seal their well if it is being used correct. Mr. Janovec stated <br />that the grant funding is for identifying unused wells that are not sealed that should be sealed. <br />Page 3 of 12 <br /> <br /> <br />
