City of Centerville <br />Council Meeting Minutes <br />September 9, 2020 <br /> <br />Administrator Statz stated that through this process numerous wells have been discovered with <br />some already being sealed and ones that were not on the State’s listing of wells, etc. Administrator <br />Statz requested that the public contact City Hall if they are aware of any existing well that is not <br />on this map. <br />Mayor Love asked if there were any overall a maximums for the number/amount of money. Mr. <br />Janovec stated that through the life-cycle of your plan you could obtain $100,000 ($10,000/year) <br />but that you just cannot have more than one grant at any given time. He also asked why not draw <br />from the deeper aquifer to ensure that there is less opportunity for contamination. Mr. Janovec <br />stated that the City’s water is fairly deep and pretty well protected. He stated that the only reason <br />why it is called moderately vulnerable is because the sampling showed maybe younger water that <br />could be penetrating down to that layer and that it could be because of some of those old unused <br />wells is why it is happening. The DNR does have restrictions on deeper aquifers and some can <br />only be used on an emergency basis only if the shallow aquifers become contaminated. He also <br />stated that some of the deeper aquifers have issues with iron and manganese. He said that it is <br />drinkable but not pleasant to drink and may need treatment. Mr. Janovec stated that most <br />communities are using the same aquifer that Centerville is as the quality is good and tests well. <br />Motion by Council Member Montain, seconded by Council Member Lakso to Open the <br />Public Hearing for the Draft Well Head Protection Plan, Part 2 at 6:49 p.m. <br /> <br />Mr. Steve King, 1724 Sorel Street, asked about the Best Management Practices (BMPs) associated <br />with private wells and what they are remarking other than passing ordinances to get rid of existing <br />wells. Mr. Janovec stated that the Minnesota Department of Health has a list and some of them <br />are like not storing contaminates near your well, making sure the well head is properly maintained, <br />if no longer using well to seal it are just some examples. <br />Mayor Love stated that the Public Hearing will remain open until the item is discussed again under <br />New Business, Item #1. Mayor Love thanked all for review and input and stated that this is a very <br />important topic for our citizens. <br /> <br />VI. APPROVAL OF THE MINUTES <br /> <br />1. July 22, 2020 City Council Work Session and Regular Meeting Minutes <br /> <br />Mayor Love provided an opportunity for Council to amend the submitted minutes. <br /> <br />Council Member Koski stated that he had forwarded his suggestions to the Clerk prior to the <br />meeting and they were as follows: Correct the typographical spelling of “Mayo” to “Mayor”. He <br />also requested that Council Member Montain’s report include the “Anoka County Fire Protection <br />Council” rather than Council Member Lakso. <br /> <br />Mayor Love requested that the word “feed” be changed to “fed” on the last paragraph of IV. <br />Appointment/Presentations. Mayor Love requested that paragraph 5 on page 9 of 14 be researched <br />as he was unsure whether he or Council Member Koski requested that the Planning and Zoning <br />Commission complete research and determine the best district for placement of similar businesses <br />Page 4 of 12 <br /> <br /> <br />
