a <br />April 6, 2021 <br />Centerville Planning & Zoning Commission <br />Page 2 of 9 <br />RE: Rehbein Commercial - Preliminary Plat <br />SUMMARY RECOMMENDATION <br />1) The Rehbein Commercial plat meets basic City criteria for a preliminary plat and should be <br />approved. <br />2) Block 1, Lot 1 and Lot 1 A cannot be combined into a single lot because their ownership <br />documents are recorded with the County using conflicting methods for property <br />recording. (Lot I is currently recorded as Abstract property, not Torrens, the preferred <br />format.) We recommend that Lot 1 A be converted from Abstract property to Torrens <br />property so it may be combined with Lot 1. This lot combination should be a condition of <br />any future development approval for that combined lot. <br />3) Street A through the plat is shown ending in a cul-de-sac at Kwik Trip, but possibly <br />extending west to connect with 20t" Avenue in the future. We recommend that the <br />developer dedicate street ROW, as well as sidewalk and trail easements, and conduct a <br />traffic study on the impacts of extending this street or not. <br />4) The cul-de-sac is proposed with a temporary easement over part of the Kwik Trip lot. This is <br />an acceptable arrangement. If the corner lot is developed, the street may be extended in <br />the future and the easement would be vacated. <br />5) Sidewalks and trails are proposed in parts of the plat and we recommend additional <br />bike/pedestrian to build a network serving the area. <br />6) Park dedication is required for all lots, according to the City's fee schedule. <br />7) Approval of the preliminary plat involves a number of engineering issues which are <br />detailed in a separate memorandum from the City Engineer. <br />8) Approval of the preliminary plat may be made regardless of approval or disapproval of <br />any of the concurrent development proposals on each lot.
