a <br />April 6, 2021 <br />Centerville Planning & Zoning Commission <br />Page 8 of 9 <br />RE: Rehbein Commercial - Preliminary Plat <br />Park dedication 153.15(B) <br />Park dedication is required for the plat per Section 153.15(B) of the Subdivision Code and the <br />City's fee schedule, based on gross acreage, for commercial uses or unit count of residential uses. <br />It has been the city's practice to county Specialized Care Facilities' units at 0.5 units each, <br />recognizing the mobility issues associated with these residents. Park Dedication Fees are due at <br />the time of Final Plat. Below is a summary of the anticipated fees due with the various <br />developments in this plat. <br />Lot 2 Blk 1 (Kwik Trip) <br />0 4.47 acres X $2,175/acre = $9,722.25 <br />Lot 1 Blk 2 (Norbella Senior Living) <br />0 40 units X $3,000/unit X'/2 = $60,000.00 <br />Lot 2 Blk 2 (Belleville Apartments) <br />0 103 units X $3,000/unit = $309,000.00 <br />The other lots in the plat would pay park dedication fees at the time they are final platted. Only <br />those lots with specific development proposals - noted above - now would pay park dedication. <br />Recommendation <br />We recommend approval of the preliminary plat for Rehbein Commercial with the following <br />conditions: <br />1) Lot 1 and Lot 1 A will be recorded as Torrens and combined into one lot when <br />development is proposed on the lots and when the lots are to be recorded in a final plat. <br />2) Right-of-way for the extension of Street A across Lot 1 and Lot 1 A will be dedicated with this <br />plat, along with sidewalk and trail easements, to be reviewed and approved by the City <br />Engineer. <br />3) Before final platting or development on Lot 1 and Lot 1 A Block 1 the developer will <br />conduct a traffic study to analyze the potential impacts to area roadways and traffic <br />signals, comparing traffic conditions with full development of the Rehbein plat, in each of <br />three scenarios - with no access to 20t" Avenue, with driveway access only, and with <br />extension of Street A to 20t" Avenue. If the impacts of not building Street A are significant, <br />the City might require the street to be extended and the County's required improvements <br />be made when development is approved for Lot 1 /1 A. If the impacts are negligible, the <br />City could allow Lot 1 /1 A to develop with access only to the cul-de-sac or with right- <br />in/right-out access only. <br />
