April 6, 2021 <br />Centerville Planning & Zoning Commission <br />Page 9of 9 <br />RE: NorBella Senior Living – Rezoning, Conditional Use Permit, Site Plan Review <br />Site Plan Review <br />I recommend approval of the site plan for NorBella Senior Living as illustrated on drawings from <br />Carlson McCain dated 3-11-21, and from Cole Group Architects dated 3-10-21, shown as plotted <br />3-11-21, with attached materials from Berd Electric (no date), with the following conditions: <br /> <br />1) The site plan will include a sidewalk loop around the entire building, with consideration of <br />additional sidewalk connections off site to the west, north and east. The sidewalk <br />connection to Street A mid-block will be removed. <br /> <br />2) Parking will be provided as illustrated on the site plan, with two handicapped, accessible <br />spaces near the front entry. <br /> <br />3) Building materials and colors will be as illustrated on the submitted materials. <br /> <br />4) Lighting will be provided as shown on the lighting plan, with light levels at the edge of the <br />property not to exceed one-half foot-candle. <br /> <br />5) The trash and storage enclosure will be constructed of the materials and colors illustrated <br />on the submitted materials and will be screened as illustrated on the site plan. <br /> <br />6) Landscaping will be provided as illustrated on the submitted landscape plan, with a <br />warranty of at least one year for replacement if they do not survive. <br /> <br />Suggested Findings of Fact for Approval of the Site Plan: <br /> <br />1) The City expects and requires well-designed, high quality development that follows City <br />Zoning Code standards. <br /> <br />2) It is reasonable and appropriate to provide easy access to sidewalks around the site for <br />the use and enjoyment of residents and staff. <br /> <br />3) Provision of adequate parking is necessary for safe and efficient functioning of the site as <br />well as provision of accessible handicapped spaces. <br /> <br />4) The City expects high quality, durable building materials for all development in commercial <br />districts in the City. <br /> <br />5) Adequate site lighting is necessary for a safe environment, but glare and light spillage off <br />site is a nuisance. It is reasonable for the City to expect lighting to adhere to minimum <br />standards. <br /> <br />6) A well-designed landscape plan is necessary for attractive, high value development. <br /> <br />
