April 6, 2021 <br />Centerville Planning & Zoning Commission <br />Page 8of 9 <br />RE: NorBella Senior Living – Rezoning, Conditional Use Permit, Site Plan Review <br />Suggested Findings of Fact for Approval of the Conditional Use Permit: <br /> <br />1) The proposed NorBella Senior Living facility is an appropriate use for the B-1 district as a <br />specialized care facility use. <br /> <br />2) The addition of a memory care facility in this location benefits the general welfare of the <br />neighborhood and City. <br /> <br />3) The City’s expectation for high quality, durable building materials is reasonable to protect <br />the investment and character of its business districts. <br /> <br />4) The proposed NorBella Senior Living facility is required to operate pursuant to licensure <br />granted by the State of Minnesota and Anoka County. The facility has not yet obtained <br />that licensure. The City’s expectation is that the facility will comply with applicable law, <br />regulation, and licensure necessary to operating the facility, as well as additional <br />operating conditions set by the City which are reasonable to ensure that the facility is not <br />an undue burden on public emergency services. <br /> <br />5) Memory care and assisted living facilities similar to the proposed facility can be associated <br />with an increased number of calls for emergency public safety services. This type of patient <br />population has greater needs for medical services and are at a greater risk for injury. <br /> <br />6) The applicant proposes to operate a 40-unit senior living facility. Any assisted living facility <br />will proportionally increase calls for emergency services simply due to the type of patient <br />population served by these facilities. However, the City should be concerned with the <br />potential for increased costs for emergency services if 911 calls were used to supplement <br />the applicant’s facility staffing. <br /> <br />7) It is reasonable for the City to place operating conditions on the facility to ensure that an <br />increase in emergency service is the responsibility of the applicant, and not the City. <br /> <br />8) The State will review and approve the applicant’s operating policies and procedures <br />during its licensure approval process. The applicant stated that process will likely occur at <br />some point during the next year. After that process is complete, the City will know the <br />applicant’s State-mandated operating policies and procedures. Moreover, the City may <br />gain valuable insight into the applicant’s operations as a result of the State’s process. The <br />City should use information gained from the State’s licensure process to augment its <br />decision-making related to the applicant’s request for a Conditional Use Permit. <br /> <br />9) The project as proposed meets the criteria for granting a Conditional Use Permit in Section <br />156.330(C)(2) of the Zoning Code. <br /> <br /> <br /> <br />
