March 30, 2021 <br />Planning and Zoning Commission <br />1880 Main Street <br />Centerville, MN 55038 <br />Dear Chair and Commissioners: <br />The following are comments of the City Engineer, regarding the proposed Belleville <br />Landing apartment complex, submitted as part of the Rehbein Commercial preliminary <br />plat application. <br /> <br />Sewer and Water <br />1. Sewer service is proposed through a new main running north-south along the west <br />st <br />side of 21 Avenue, then into a new manhole on Street A. The main in Street A <br />st <br />leads to a stub from 21 Avenue. This stub was intended for this use. The sewer <br />st <br />main in 21 Avenue is owned by the city of Lino Lakes. However, there is an <br />agreement in place, between the city of Lino Lakes and Centerville, laying out the <br />parameters for Centerville development to use this sewer. <br />st <br />Alternatively, the sewer could directly access the 21 Avenue sewer at the <br />st <br />existing manhole in 21 <br /> Avenue, roughly in the middle of the site. This would <br />require concurrence with the city of Lino Lakes, construction of an inside drop <br />st <br /> Avenue. In either case, the sewer capacity will need to be <br />and patching of 21 <br />the proposed change in land use. We <br />do not anticipate this being a problem since commercial uses can vary widely, so <br />conservative assumptions are often used in the design of sewers that serve these <br />areas. <br />2. Water and Storm Sewer in the southwest portion of the site should be further <br />evaluated to see if fewer crossings of the two utilities can be accomplished. <br />Additionally, the new valve on the 8-inch line leading to the building should be <br />positioned in a more accessible location (perhaps in the parking lot, but not in a <br />drive aisle. <br /> <br />
