3. Water main, hydrants, valves and other appurtenances on the site will be under <br />private ownership with the exception of the looped water main in the southwest <br />portion of the site. Metering requirements <br />building department. <br />4. may have comments on hydrant placement <br />and other design issues. <br />5. Sewer Access Charges (SAC) are due at the time of building permit issuance and <br />shall be collected in two parts, based on the number of Residential Equivalency <br />Units (REUs) as calculated by the Met Council. A SAC charge owed to the Met <br />Council will be collected by the city, as a pass-through cost. Then, a City SAC <br />charge is collected to account for the city <br />determined which city will collect the <br />6. Water Access Charges (WAC) are due at the time of building permit issuance. <br />Stormwater <br />1. A permit through the Rice Creek Watershed District will be required. City <br />standards for stormwater are in alignm <br />comments, if necessary, at that time. <br />2. A stormwater area charge applies at the time of Final Plat. It is based on the <br />square feet of impervious surface ($0.07/sf impervious). The estimate, based on <br />the current layout of the site is: $6,798.54 <br />3. The flared end section leading to the storm pond in the southwest corner of the <br />site should be pulled back to be completely within the property lines of the <br />apartments. This entire storm sewer system will be under private ownership, so it <br />is important that the apartment building maintenance force has access to it without <br />permission from the neighboring property. The public easement does not afford <br />the private party access, as it does the city. <br />4. The furthest downstream manhole with access from the parking lot should include <br />a sump as a sediment trap. <br /> <br />Streets/Walks <br />st <br />1. Vehicle access to the site is via a single driveway connection to 21 Avenue. <br />2. The plans show a sidewalk along the outer perimeter of the parking lot, except the <br />south side of the lot. All walks on the site and the sidewalk adjacent to the site, in <br />st <br />the 21 Avenue right-of-way will be privately maintained. <br />3. Snow storage should be considered along the south side of the parking lot, there is <br />limited room for pushing snow without encroaching on the neighboring property. <br />Miscellaneous <br />1. A Conditional Use Permit (CUP) will be required for the Planned Unit <br />Development (PUD). <br />2. The city reserves the right to review future iterations of the development plans. <br /> <br />
