April 6, 2021 <br />Centerville Planning & Zoning Commission <br />Page 3 of 10 <br />RE: Belleville Landing Apartments – Land Use Plan Amendment, Rezoning, PUD/CUP, Site Plan Review <br />REQUESTS <br />Land Use Plan Amendment <br />The City’s current Land Use Plan guides this lot and the entire Rehbein parcel as Commercial, as <br />st <br />illustrated below. The land uses in Lino Lakes, east across 21Avenue (Commercial) and to the <br />north (Mixed Residential) are also shown for context.The request is to guide the Belleville lot as <br />High Density Residential (HDR), the same as the Willow Glen townhomes to the west. <br />The Centerville Future Land Use Plan is illustrated on the next page, with the Belleville site shown <br />HDR,as requested.The siteis adjacent to other higher density residential uses and a transit stop. It <br />st <br />is close to commercial uses and to I-35E, with easy access on 21Avenue. It is not adjacent to <br />other Centerville single family neighborhoods and separatedfrom the Lino Lakes single family <br />homes to the north by a large pond. The Belleville site may be the best location in the City for <br />apartments. <br />Comprehensive plan goals call for a mix of <br />housing types. The plan summarizes existing <br />housing types in the City in Table 10 to the right. <br />Only 8% of the City’s housing is multi-family of 5 <br />units or more. The proposed Belleville apartments <br />would fill this needwith a high quality project. <br />The Land Use Plan designates HDR as 12-25 <br />units/acre. The proposed Belleville Landing <br />project is 103 units on 5.3 acres, or 19.4 units/acre, <br />meeting this density range. A letter narrative from <br />the applicants discusses other issues in favor of the use, citing its location, the kind of residents <br />expected (professionals, empty nesters, others wanting high quality apartment living) the building <br />design, and amenities to be included. <br /> <br />
