April 6, 2021 <br />Centerville Planning & Zoning Commission <br />Page 2 of 10 <br />RE: Belleville Landing Apartments – Land Use Plan Amendment, Rezoning, PUD/CUP, Site Plan Review <br />SUMMARYRECOMMENDATION <br />1)The Land Use Plan amendment to HDR is reasonable considering the surrounding uses – <br />residential on three sides and a transit hub on the other. The site may be the best place in <br />Centerville for apartments, but is not an ideal commercial site, being quite a distance from <br />Main Street. <br />2)The rezoning to R-3 is reasonable and appropriate if the land use is changed to HDR. <br />3)The PUD allows flexibility with zoning standards along with benefits to the City or residents. <br />The increased building height is offset by increased setbacks. <br />4)Extending the internal sidewalk network should be considered to connect west to Willow <br />Glen and south to the assisted living facility. <br />5)Parking, lighting, landscaping, and building materialsare all acceptable. <br />The Belleville Landing site is illustrated below in the context of the Rehbein Commercialplat. <br /> <br />
