April 6, 2021 <br />Centerville Planning & Zoning Commission <br />Page 8 of 10 <br />RE: Belleville Landing Apartments – Land Use Plan Amendment, Rezoning, PUD/CUP, Site Plan Review <br />RECOMMENDATIONS <br />Land Use Plan Amendment <br />I recommend approval of the Land Use Plan amendment from Commercial to High Density <br />Residential for Lot 2 Block 2 of the Rehbein Commercial plat for the Belleville LandingApartments. <br />Suggested Findings of Fact for Approval of the Land Use Plan amendment: <br />1)The proposed apartment site is a significant distance form Main Street, the City’s main <br />commercial artery and not an attractive commercial site, for which is it now guided. <br />2)The site is adjacent on the north and west by existing residential uses and on the south by a <br />proposed residential assisted living facility. To the east is a transit stop park and ride facility, <br />which is convenient for multi-family residential uses. The proposed land use designation is <br />compatible with these surrounding uses. <br />3)Only 8% of Centerville’s housing is in multi-family uses with five or more units. The City’s <br />comprehensive plan calls for a mixture of housing types, which this project would meet. <br />4)Considering the site’s surrounding uses and the need for more diverse housing types, the <br />proposed project may be the best location in the City for multi-family housing. <br />Rezoning <br />I recommend approval of the rezoning from B-2 to R-3 for Lot2Block 2 of the Rehbein Commercial <br />plat, with the condition that the Land Use Plan amendment to HDR is approved. <br />Suggested Findings of Fact for Approvalof the Rezoning: <br />1)The requested R-3 zoning is consistent with the Land Use Plan designation of High Density <br />Residential (if approved). <br />Planned Unit Development/Conditional Use Permit <br />I recommend approval of the Conditional Use Permit for the Planned Unit Development for <br />Belleville Landingas proposedon submitted drawings from Carlson McCain dated 3-11-21 and <br />from THA Architects dated 3-11-21, with the following conditions: <br />1)Landowner will obey all laws and regulations necessary to operate this type of facility. <br />2)Signage for the project will be reviewed and approved by the City Planner. <br /> <br />
