CITY OF CENTERVILLE REQUEST FOR COUNCIL ACTION Agenda Item # Department: Requested Council Meeting Date: April 14, 2021 Public Works/Engineering IX.1 TITLE OF ISSUE: MS4 Permit Application Assistance - Stantec Proposal BACKGROUND AND SUPPLEMENTAL INFORMATION: The city of Centerville is required, through federal law, enforced by the Minnesota Pollution Control Agency, to obtain a permit to operate our Municipal Separate Stormwater System (MS4). This permit is renewed every 7 years. The application for the next permit cycle is due in April. This time around, the permit application has gone from a handful of pages, to over 30 and has increased in complexity and effort, to include information on Total Maximum Daily Load (TMDL) studies in our jurisdiction. The combination of this increased effort and city staff's current workload involving several large development proposals, we are asking to have our engineering consultant assist us with this task, in order to meet the required deadline and avoid penalties. COST AND SOURCE(S) OF FUNDING: $13,000 - Stormwater Utility REQUESTED COUNCIL ACTION: Motion to authorize scope of services and fee proposal from Stantec to assist with MS4 and TMDL Permit Application.
