April 6, 2021 <br />Centerville Planning & Zoning Commission <br />Page 5 of 9 <br />RE: Rehbein Commercial – Preliminary Plat <br />There are three potential scenarios, illustrated to the right: <br />Street A Not Extended – Access to <br />Lot1/1A via cul-de-saconly <br />Street A Not Extended – Driveway <br />th <br />access only at 20Avenue <br />StreetA Extended <br />If Lot1/1Adevelops with only cul-de-sac <br />accessthenall traffic serving the lots on <br />st <br />Street A would come from 21Avenue, <br />except traffic coming fromKwik Trip’s right- <br />in/right-out off Main Street (Lot 1/1A isnot <br />allowed its own R/R access onto Main <br />Street). This scenario would push traffic onto <br />st <br />21Avenue and its signal atMain Street, but <br />we don’t know the level of thoseimpacts. If <br />Lot 1/1A develops with a drivewayonly at <br />thst <br />, there still might be impacts to 21 <br />20 <br />Avenue and the signals.IfStreet A is <br />th <br />extended with full movement at 20 <br />Avenue, there mightbe a different set of <br />conditions, with a bypass lane and turn lanes <br />th <br />on 20Avenue. <br />We suggest a traffic study is needed to <br />quantify these impacts. The study would <br />analyze the impacts to area roadways and <br />traffic signals, comparing traffic conditions <br />with full development of the Rehbein plat, in <br />each of these three scenarios. If the impacts <br />of not building Street A are significant, the <br />City might require the street to be extended <br />and the County’s required improvements be <br />madewhen development is approved for <br />Lot 1/1A.If theimpactsare negligible, the <br />City could allow Lot 1/1A to develop with <br />access only to the cul-de-sac or with R/R <br />only.Regardless of If and when Street A is <br />extended in the future, we suggest that <br />street, sidewalk and trail ROW be dedicated <br />now with this plat. <br /> <br />
