PLEDGE OF ALLEGIANCE <br /> <br />III. APPROVAL OF AGENDA <br /> <br />Mayor Paar provided an opportunity for others to add or delete any items. <br /> <br />Mayor Paar addressed the high school students in the audience and stated that whether the meeting <br />is completed or not, they would be released at 8:00 p.m. He suggested that they take notes on <br />basic topics and if they had questions they should ask. <br /> <br />Mayor Paar added Item #6 – Montain Donation under the Consent Agenda and Item #8 – Alex’s <br />Lawn & Turf Agreement to Mediation (Appointment of Council Member Attendee) under Old <br />Business. <br /> <br />Motion by Council Member Koski, seconded by Council Member Love to Approve the <br />Agenda with the Above Stated Modifications. All in favor. Motion carried. <br /> <br />IV. APPOINTMENTS/PRESENTATIONS <br /> <br />1. None. <br /> <br />V. PUBLIC HEARINGS <br /> <br />1. Truth in Taxation <br /> <br /> Motion by Council Member Love, seconded by Council Member Koski to Open the <br />Truth in Taxation Public Hearing at 6:37 p.m. All in favor. Motion carried. <br /> <br />Finance Director DeJong stated that the City is required to hold a public hearing and receive <br />input from the public regarding the City’s 2020 Proposed Budget and Tax Levy. He stated <br />that Anoka County will be spreading the City’s tax levy of $2,719,408 among all residents <br />of the City. He stated that this is an increase of .45% from 2019. He also stated that the <br />City must balance their revenue with their expenditures of $2,710,633 as proposed by <br />Council. <br /> <br />Finance Director DeJong reviewed the major changes in expenditures and revenues for <br />2020, levy trends from 2014-2020 and stated that for a median home value of $263,250 the <br />estimated City taxes would be an increase of approximately $9.
