City of Centerville <br />Council Meeting Minutes <br />December 11, 2019 <br /> <br />be more equitable. He stated that a cap of 5 units would make this system more palatable for those <br />high volume users. <br /> <br />Included in Council’s packet were four options for base fees, current SAC amounts, capping at <br />five (5) units, businesses involved and additional fees. <br /> <br />Lengthy discussion ensued regarding the options, equality and fees rather than taxes. Future <br />review was requested by Council. <br /> <br />Motion by Mayor Paar, seconded by Council Member Love to Approve Option #4 <br />(Commercial/Residential Base Rate - $13.85/Bi-monthly) with a Cap of SAC Units Being 5. <br />Council Member Montain Opposed. Motion carried. <br /> <br />6. Review 2020 Appointments <br /> <br />Administrator Statz stated that this items was only review as some Council Members may be on <br />more Committees than others due to personal, work, travel schedules and commitments. He stated <br />that he felt that discussion would aid in appointments for the first meeting of the year. <br /> <br />Lengthy discussion was had by Council and it was determined that Council Member Lakso would <br />be appointed to the Anoka County Fire Protection Council with Council Member Montain being <br />the alternate; Mayor Paar would serve on EDA; Council Member Love would serve as alternate <br />for Planning & Zoning Commission. <br /> <br />Administrator Statz stated that additional discussion could be had in January regarding the item if <br />needed. <br /> <br />7. Schedule Date for Council Retreat <br /> <br />Administrator Statz stated that scheduling for a Retreat has been difficult due to schedules and <br />availability of venues. <br /> <br />Lengthy discussion ensued and it was determined that all Council Members were available on <br />February 1, 2020 from 8:00 a.m. – 1:00 p.m. Council requested a reminder email. <br /> <br />8. Alex’s Lawn & Turf Agreement to Mediation (Appointment of Council Member <br />Attendee) <br /> <br />Administrator Statz stated that there are issues between several neighbors and Alex’s Lawn & Turf <br />and all parties have agreed to attend mediation with Anoka County Mediation Services. <br />Administrator Statz questioned whether a Council Member or two attend. He stated that he has <br />been requested to be there along with City Attorney Glaser. Attorney Glaser stated that if no <br />attorneys are there then he will not be there. <br /> <br />City Attorney Glaser explained that all parties will be in attendance to attempt to find common <br />ground with the complaints. <br /> <br />Page 6 of 9 <br /> <br /> <br />
