April 6, 2021 <br />Centerville Planning & Zoning Commission <br />Page 5 of 7 <br />RE: Kwik Trip – Conditional Use Permit, Site Plan Review <br />Lighting <br />Lighting on site is provided by twelve 16-ftlight poles around the perimeter of the site and by king <br />under-soffit or under-canopy fixtures.All lighting fixtures are downcast cutoff type. Total light levels <br />shown on the photometric plan are less than 1/10 foot-candle at the edge of the site. <br />Trash Enclosure <br />The trash enclosure is on the west side of the building near the entrance to the car wash. It will be <br />enclosed on the north side with the same red brick as the building and on the west side with tan <br />gates, also matching the color of the building. <br />Landscaping <br />The landscape plan is generous and well designed, including a mix of overstory and ornamental <br />trees, conifers and deciduous, and foundation plantings of shrubs, perennials,and grasses. <br />Signage <br />Signage consists of a pylon sign in the southeast corner of the site along Main Street, signage on <br />outside edges of the gas pump canopies, and wall signage in the gables on three of the four sides <br />of the building. Signage will be reviewed according to the City Code standards at the time of <br />building permit review. <br />RECOMMENDATIONS <br />Conditional Use Permit <br />I recommend approval of the Conditional Use Permit for the Kwik Trip car wash as proposed. <br />Suggested Findings of Fact for Approval of the Conditional Use Permit for the Car Wash: <br />1)A car wash produces noise and spray. It is reasonable and appropriate to ensure it is a <br />reasonable distance from sensitive residential uses. The location of the proposed car wash <br />is over 400 feet from existing and proposed residential uses in the vicinity. <br />2)The doors to the car wash open to show machinery and cars being washed. It is <br />reasonable and appropriate to screen the view to the car wash from adjacent roadways. <br />The landscape plan does an adequate job of screening the car wash. <br />3)Adequate stacking space for cars waiting to enter the car wash is important for the safe <br />and convenient functioning of the Kwik Trip site. The site has space for at least eight cars to <br />stack while waiting for the car wash, in excess the of the five stacking spaces required by <br />City Code. <br /> <br />
