April 6, 2021 <br />Centerville Planning & Zoning Commission <br />Page 6 of 7 <br />RE: Kwik Trip – Conditional Use Permit, Site Plan Review <br />Site Plan Review <br />I recommend approval of the site plan for the Kwik Trip gas station, convenience store and car <br />wash as illustrated on submitted site plan drawings from Carlson McCain dated 3-11-21 and <br />building elevations from Kwik Trip (no date). with the following conditions: <br />th <br />1)If and when Street A is extended to the west through Lot 1/1A to 20Avenue, the <br />temporary easement for the cul-de-sac willbe vacated and the cul-de-sac and street <br />reconstructed, to bereviewed and approved by the City Engineer. <br />2)The access drive aisle on the west side of the side will be kept open for full traffic access <br />and will not be blocked, removed, or altered except with express permission of the City, <br />such modifications to be reviewed and approved by the City Engineer. <br />3)Parking will be provided as illustrated on the site plan, with two handicapped, accessible <br />spaces near the front entry. <br />4)Building materials and colors will be as illustrated on the submitted materials. <br />5)Lighting will be provided as shown on the lighting plan, with light levels at the edge of the <br />property not to exceed one-half foot-candle. <br />6)The trash and storage enclosure will be constructed of the materials and colors illustrated <br />on the submitted materials and will be screened as illustrated on the site planand <br />landscape plan. <br />7)Landscaping will be provided as illustrated on the submitted landscape plan, with a <br />warranty ofat least one year for replacement if plant materials do not survive. <br />Suggested Findings of Fact for Approval of the Site Plan: <br />1)The City expects and requires well-designed, high quality development that follows City <br />Zoning Code standards. <br />2)Safe, convenient access for vehicles through the site is in the public interest. The location of <br />the Kwik Trip site and its access drive aisle on the west side of the site serve a larger <br />function and it is reasonable and appropriate to maintain that. <br />3)Provision of adequate parking is necessary for safe and efficient functioning of the site as <br />well as provision of accessible handicapped spaces. <br />4)The City expects high quality, durable building materials for all development in commercial <br />districts in the City. <br /> <br />
