The Planning and Zoning Commission held a public hearing on September 4, 2018 where
these issues were discussed. The item was tabled for more information and to allow staff
to work with both the business and neighborhood, in an attempt to find some common
ground. Staff has noted that, since that public hearing, the sign for Yard and Quarry
Direct has been removed, however the internet page still remains active.
The application for revision to the CUP will come back to the Planning Commission at its
next meeting.
CenterMart - Conditional Use Permit
City staff has been working with CenterMart ownership on compliance with their
Conditoinal Use Permit. The front-end loader which was parked on the adjacent, vacant
property for several months is now gone. The existing CUP allows the sale/rental and
outdoor display of of canoes, kayaks, UHauls and boats/pontoons. It does not allow the
sale of docks, deer stands and pre-manufactured sheds, which are all present on-site. We
have asked the business to either remove those items or apply for a revision to the CUP to
allow them.
STORMWATER/WETLAND
Local Water Plan
Final approval of this plan is on this City Council agenda.
SEWER AND WATER
Water Supply Plan
Our consultant has made the revisions to the plan, per the DNR’s comments and city staff
has submitted the plan through the MNPARs system, as required. We anticipate DNR
approval soon.
Wellhead Protection Plan
The Minnesota Department of Health recently approved our groundwater model. Our
consultant is in the process of using those results to map out our new Wellhead Protection
Area, which is the final stage of Part 1 of the Plan.
Water Connection Policy and Ordinances
A draft ordinance and policy for enforcement of water connections is in the City
Council’s packet for a first reading. The Planning Commission has recommended
approval of the ordinance and policy.
Trailside Park Shoreline Stabilization
A reimbursement request for the grant funding from Rice Creek Watershed District
(RCWD) has been sent for review.
