Rice Creek Watershed District — 2020 Budget and Levy <br />Several cities have now expressed their concerns over the large proposed budget increase. <br />We continue to participate in the process of adopting their budget. <br />Rice Creek Watershed District — Watershed Management Plan <br />The Rice Creek Watershed Draft Water Resources Management Plan is not available for <br />review. This document is much like a city's "Comprehensive Plan". This is our <br />opportunity to comment on their 10-year plan. The plan includes a cost estimate for both <br />operational and capital projects. It is important for the Council to remember that Rice <br />Creek Watershed Board Members are not elected officials. Your influence on this <br />Board's initiatives, expenditures and programs is limited and now is one of the times that <br />our comments are most easily addressed. <br />The document can be viewed here: <br />https://www.ricecreek. org/index. asp? SEC=1F67C316-9E90-4FDF-A43D- <br />7FEF 164E5EDA&Type=B BASIC <br />SEWER AND WATER <br />Supervisory Control And Data Acquisition (SCADA) System <br />The SCADA system is now updated and fully functional again. <br />Wellhead Protection Plan <br />As part of work on Part 2 of the Wellhead Protection Plan we have sent out surveys to <br />potential well owners. A half dozen or more of those who have responded requested info <br />on sealing their wells. Due to this response, we are pursuing a grant, through the <br />Minnesota Department of Health for up to $10,000 to cover those costs and help get them <br />sealed. This is a great way to help protect our aquifer. <br />Downtown Water Main and Street Reconstruction <br />A Public Improvement Hearing was held on September 11 and the preparation of plans <br />and specifications was ordered. Plans will be presented to the Council towards the end of <br />October in preparation for a December bid. <br />Water Main Interconnect <br />Construction of the water main interconnect as part of the Watermark development is <br />complete. Bacteria and pressure tests will need to be completed before the system is <br />opened and "live". This interconnect will be our second such facility with Lino Lakes <br />and makes both cities' water systems more resilient. <br />Rice Creek Chain of Lakes Park Reserve Maintenance Facility Sewer Hook-up <br />County parks staff has contacted the city requesting an extension of their sewer service to <br />some new office space at their maintenance facility in the regional park. The facility <br />would simply hook to the existing sewer line serving other buildings in the park. We <br />have received their SAC calculation from the Met Council.
