Inter-fund Loan <br />At the last city council meeting, a resolution was approved reworking the inter-fund loan <br />arrangement between the Park Dedication Fund and the Sewer Fund. Accumulated <br />interest was forgiven and the loan will now be interest free. Also, a total of roughly <br />$90,000 was transferred from the Park Dedication Fund to the Sewer Fund, to pay down <br />principal on the loan. The funds came from Ruffridge-Johnson (10k), Midwest Best <br />Water (5k) and Bayview Villas (75k), respectively. The Old Mill Estates development <br />will pay Park Dedication Fees on per lot basis as permits are pulled. With these actions, <br />we should see the balance on the loan drop below $1 Million before the end of the year! <br />Long Range Capital Improvement Plan <br />Staff has completed an evaluation of our existing park equipment and has shared that <br />with the committee. Our Finance Director has placed this information in our Capital <br />Improvement Plan for the Capital Outlay fund to be discussed at an upcoming workshop. <br />Waterski Shows <br />Staff was unable to reach a viable agreement with food vendors in time to kick this event <br />off in 2019. The Parks Committee would still like to pursue a recurring Thursday night <br />event to enhance the Bald Eagle Waterski Shows. <br /> <br />PUBLIC SAFETY <br />Centennial Lakes Police Department <br />After meeting with the union and its representation, the two parties were unable to come <br />to an agreement on a contract for the office <br />Speed Study <br />From time to time, the city fields complaints from residents regarding chronic speeding in <br />their neighborhood. When we get such comments, an effective tool in evaluating <br />whether there is an inherent problem or whether the complaint is anecdotally based and a <br />matter of perception, is a speed study. These studies are done by laying speed sensing <br />tubes across the street in question and attaching them to a data logger. The following is <br />the follow-up email we received from the police department after having completed the <br />most recent study. <br /> <br />I completed the speed study per your request. Of the 3200 vehicles studied the median <br />speed on Brian Dr was 21.03 mph with over 95% of the vehicles traveling under 27.29 <br />MPH. The highest speed captured was at 36.7 MPH with only 1% of all vehicles <br />traveling above 30 MPH which is the posted speed limit on Brian Dr. If you have any <br />questions feel free to reach out. <br /> <br />Centennial Fire District <br />The Fire Steering Committee, voted to raise the retirement benefit for the fire relief <br /> service. The increase was made possible <br />actuarial analysis. <br />
