evaluation affects resident and business insurance rates. Essentially, the better our
building inspection program, the cheaper insurance rates are, because we have high
quality structures, resistant to fire, and natural hazards, like wind, hail, etc.

Call 2015A Bonds
On this agenda, staff is recommending the calling of one of our bonds. Paying this bond
early will save money on interest. We are able to pay the bond off due to the recent sale
of our city-owned property.

Year-end Fund Balance Estimate
As we near year-end, we are working to project any remaining costs to help estimate
where we will end up in relation to our budgeted revenues and expenditures. This will
help us understand what capital may be available to fund certain projects.

Investment Cash Flow
In most years, we roll our investments (Certificates of Deposit) over pretty regularly and
with an eye towards simply keeping a steady stream of cash on hand, or liquid. With the
potential for large capital outlay projects such as a street and utility project worth several
million dollars and a potential city hall renovation, our cash flow will be a bit different
and more critical this coming year. We are working to structure the maturity dates of
various investments to accommodate these future expenditures.

Transfers from Gen Fund
We will be making our annual fund transfers from the General fund to the Street and
Capital Funds, respectively. We also have several transfers to make from the General
Fund to the Sewer Fund, on behalf of the Park Dedication Fund, as we have collected
substantial funds through development.

Escrow Review
As development activity winds down for the year, we will revisit the escrow accounts
associated with each and ensure sufficient funds are there as we entertain letter of credit
reduction requests.

COMMUNITY DEVELOPMENT
Comprehensive Plan
Staff and consultants have now resubmitted the sewer portion of the comprehensive plan
ff for informal review. Once we get their
approval, we will resubmit all remaining items, through the formal process.
Old Mill Estates
Several building permits have been issued and home construction is in full swing. There
are three builders active on the site. Sidewalk and trail construction will be completed in
the spring to avoid problems with late season construction and damage from builders.
Retaining walls have been completed.
