City of Centerville <br />EDA Minutes <br /> March 17, 2021 <br />City Hall is open to the public. Currently there are no in-person meetings, but City Administrator <br />Statz stated that he is hoping to resume these by June. <br /> <br />The City has a new ambulance service as of eight months ago. So far they are doing a very good <br />job. <br /> <br />Executive Director Statz presented a layout for a plat with three developments: <br /> <br />The first one is a Kwik Trip similar to the one in Lino Lakes with a car wash, three diesel lines <br />and 8 gas pumps with limited grocery selection. It meets current zoning requirements, but a <br />Conditional Use Permit would be needed for the car wash. <br /> <br />The second development is a 24-unit, one-level “high acuity” assisted living facility. Since senior <br />living facilities are no longer allowed on Main Street, it would need rezoning to a B1 and a <br />Conditional Use Permit in order to operate. <br /> <br />The third development is a 103 unit apartment building. There would be a lobby on the first floor, <br />and apartments on floors 2-4. This would need an amendment to the Comprehensive Plan and <br />rezoning from commercial to residential. <br /> <br />Executive Director Statz showed renderings of the apartment complex and the senior living <br />facility. Discussion was had about road accesses and holding ponds on the plat. <br /> <br />2. Partner Agency Reports <br /> <br />Executive Director Statz stated that he would like a commissioner to volunteer to monitor each of <br />the following agencies and report their activities to the EDA. <br /> <br />a. Anoka County Regional Economic Development (ACRED) <br /> <br />Executive Director Statz presented the event calendar for ACRED and explained that he was on <br />their marketing committee. He stated that he would like the commissioners to each take one partner <br />agency and follow their activities to report back to the EDA. He then explained the different <br />meetings and activities on the calendar. <br /> <br /> b. Quad Area Chamber of Commerce <br />c. Hugo Area Business Association <br /> <br />3. Year to Date Financials <br /> <br />(This item was handled out of order. It was discussed directly after the Administrator’s Report.) <br />Executive Director Statz presented a spreadsheet showing the year to date budget for the EDA. <br /> <br />4.
