July 13, 2021 <br />Centerville Planning & Zoning Commission <br />Page 3 of 6 <br />Landscaping <br />The proposed landscape plan has a mix of overstory, ornamentals, and shrubs, grasses and <br />ground covers. The Centerville code has the following landscape requirements: <br /> Minimum 10% of lot in green space (plan meets this) <br /> Minimum 3% landscaped area within the parking lot (plan meets this) <br /> Minimum one tree per 3,000 sq ft of lot area (not met) <br /> Minimum 1 shrub per 10 lineal feet of building and parking lot perimeter (not met) <br /> Minimum 50-ft tree spacing at the boulevard (plan meets this) <br /> <br />green space and parking lot landscaped area but is short of the tree and shrub standards, and <br />the building/parking lineal feet standard. This shortage I believe is due to the very large lot and <br />building involved, almost 15 acres, compared to the 1 to 3 acre lots immediately adjacent to the <br />west. A ratio based on lot area will inevitably require many more trees around the site on a relative <br />basis than for a smaller lot. If the lot were half this size it would easily meet the tree standard. Also, <br />for a warehouse use with truck docks there cannot be foundation landscaping between the <br />building and the dock/parking area, like there is between the office building and its parking lot, so <br />the shrub lineal-foot standard cannot be easily met. <br /> <br />It may be more helpful to judge the landscape plan by considering the overall design and edges <br /> The plan is generous, attractive, and well <br />designed and is more than adequate, in my opinion. <br /> <br />Lighting <br />A lighting plan was not submitted, but there are nine light poles noted on the site plan at the <br />outside edges of the parking areas. These lights must be downcast, cutoff type fixtures that do not <br />spoil light beyond the property line. There is no reference to lighting on the building itself, which <br />must also be downcast rather that wall packs or floodlights shining outward or upward. <br /> <br />Signage <br />A signage plan was not submitted, but there is reference to a monument sign. The Centerville Sign <br /> to 200 sq ft, maximum 15 ft in height, and <br />setback at least 15 ft from any property line. <br /> <br />Wall signs are allowed, up to 10% of the wall surface area. A wall sign is shown above the office <br />entrance in the renderings, but a signage plan was not submitted. The sign above the office <br />entrance is much smaller than 10% of the façade. <br /> <br /> <br />
