July 13, 2021 <br />Centerville Planning & Zoning Commission <br />Page 2 of 6 <br />PRELIMINARY PLAT <br />virtually identical to the original parcel. What the plat accomplishes is dedicating the necessary <br />street right-of-way to the centerline of abutting <br />st <br />and 40 ft to 21 <br />complicated legal description with a simple plat name: Sutton Transport. Park dedication is not <br />required for new lots that are more than 5 acres in size, as is this parcel. <br /> <br />CONDITIONAL USE PERMIT & SITE PLAN REVIEW <br />The issues addressed in the CUP will also Site Plan review issues. <br /> <br />Parking <br />There are three parts to the Sutton building: office, service bays, and warehouse. The code has <br />required parking numbers for office and warehouse uses, but not for service or a truck terminal. <br /> <br />Parking should be adequate. The site plan has a 93-car parking lot in front and parking opposite <br />the warehouse for 30 cabs and 30 trailers on either side. Cab/trailer parking is not usually part of <br />parking standards. The office, 5,000 sq ft, requires 5/1,000 sq ft, or 25 spaces, leaving 68 parking <br />spaces for the warehouse and service bays, plus the 60 spaces reserved for cabs and trailers. A <br />warehouse use per Centerville standards requires 2/1,000 sq ft. The 40,000 sq ft warehouse would <br />require 80 spaces. Calculating the 10,000 sq ft of service bays like the warehouse, it adds another <br />20 spaces, or 125 spaces required. Comparing the parking required and provided for these uses is <br />like apples to oranges, but nevertheless here is the summary of parking on site: <br /> <br /> Required Parking <br /> Office: 5/1000 x 5,000 sq ft = 25 spaces <br /> Warehouse: 2/1000 x 40,000 sq ft = 80 spaces <br /> Service Bays: 2/1000 x 10,000 sq ft = 20 spaces <br /> Total Required = 125 spaces <br /> <br /> Provided Parking <br /> Parking Lot: = 93 spaces <br /> Cab Parking = 30 spaces <br /> Trailer Parking = 30 spaces <br /> Total Provided = 153 spaces <br /> <br />The site plan envisions a future expansion of 16,560 sq ft of warehouse, which would require <br />another 34 parking spaces; 32 more spaces are shown as future cab and trailer parking. In <br />situations like this I rely on the experience of the business involved to know their parking needs, <br />which can be stipulated with conditions in the conditional Use permit. <br /> <br />
