July 13, 2021 <br />Centerville Planning & Zoning Commission <br />Page 5 of 6 <br />Outdoor Storage <br />The Industrial district code is ambiguous on the question of outdoor storage. Trucks and semi- <br />trailers used for the business are not considered outdoor storage unless the use is a conditional use <br />in the Industrial district, which this is. The location and scale of the parking for cabs and trailers on <br />the site plan is reasonable and appropriate for this use in the Industrial district, as well as being <br />reasonably screened with the proposed landscapin <br />warehouse is over 200 ft from Fairview Street and screened by several trees; the cab parking on <br />st <br /> Avenue by clusters of balsam fir trees. <br />the east side is screened from 21 <br /> <br />Trash Handling <br />Trash handling is presumed to be inside the building as no trash enclosure is shown on the site plan. <br /> <br />Hours of Operation <br />The application indicates the hours of operation will be 4:00 am to 10:00 pm, with most activity <br />between 7:00 am and 6:30 pm. These hours are typical for a truck terminal operation. The nearest <br />residential uses are over 500 ft to the south and over 700 ft to the west, with other industrial <br />buildings and uses in between. This kind of activity and hours for trucks loading and unloading is <br />typical for an industrial district and would not be likely to create noise levels that would violate <br />State standards. <br /> <br />RECOMMENDATIONS <br /> <br />Preliminary Plat <br />I recommend approval of the preliminary plat for Sutton Transport as submitted, with the <br />suggested findings below. The City Engineer has additional comments in a separate <br />memorandum. <br /> <br /> <br /> <br />1) The City has standards for the subdivision of land and dedication of right-of-way and <br />easements to ensure orderly development. <br /> <br />2) The proposed plat for Sutton Transport complies with City standards and is acceptable. <br /> <br /> <br /> <br />
