City of Centerville <br />Council Meeting Minutes <br />February 24, 2021 <br /> <br /> <br />Council Member King asked about the toolkit booklet from the League of Minnesota Cities. <br /> <br />Mayor Love explained that it is in draft form right now and is moving through their approval <br />process. <br /> <br />Council Member King asked about special training for the Police Department since this is part of <br />their toolkit. He asked if this would be a tool of last resort and whether they would enforce the <br />other existing ordinances prior to enforcing this ordinance. <br /> <br />Attorney Glaser explained that every year there are new laws on the books and there is training <br />with CLPD. If this is adopted tonight, then they would talk to the Chief and see how he would <br />like to handle this and believes that there will probably be some very specific training on this. He <br />stated that something like the handbook referenced by Mayor Love would be perfect as a training <br />tool. <br /> <br />Council Member King stated that he does not agree with the ordinance and thinks the Council <br />should table it since the League of Minnesota Cities has gone through the trouble to put together <br />all this information and feels it should be looked at before the Council votes on this. <br /> <br />Mayor Love stated that the reason he has access to the playbook from the League of Minnesota <br />Cities is because of his position with the League. He reiterated that it is in draft form and <br />anticipates that it will be approved at the next League meeting in March. He stated that it is a <br />playbook that for all intents and purposes is a for City Administrators and Police Chiefs to have in <br />place so they know how to handle these situations, who to reach out to, and who to contact whether <br />it is a permitted situation or a surprise picketing. <br /> <br />Council Member King reiterated that he would like to look at the League of Minnesota Cities <br />document before he votes on the item. <br /> <br />Mayor Love reminded the Council that the playbook is just a draft document. <br /> <br />A roll-call vote was taken. Mayor Love and Council Members Mosher, Lakso & Koski voted <br />in favor. Council Member King voted against. Motion carried. (4/1) <br /> <br />Mayor Love stated that when the document from the League of Minnesota Cities is finalized, he <br />provide a copy for Council review. <br /> <br />IX. NEW BUSINESS <br /> <br />1. Sale of Pick-Up Trucks <br /> <br />Administrator Statz explained the confusion with this item being added to the agenda and noted <br />that he had intended to pull it from the agenda, but the information was not removed from the <br />packet. He stated that he apologized for the confusion and noted that if the Council feels strongly <br />about it, they could vote to move ahead with the sale but explained that staff would like to wait a <br />few months, partially due to lingering COVID restrictions. <br />Page 12 of 17 <br /> <br /> <br />
